The Human Resources Administration (HRA) is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. As the largest local social services agency in the country, HRA helps more than three million New Yorkers annually through the administration of more than 15 major public assistance programs.
The Housing Services Administration (HSA) helps homeless and unstably housed individuals and families succeed in housing by providing access to permanent and affordable housing, including housing with support services. HSA works closely with other internal and external stakeholders to create new programs and enhance existing programs so the people it serves can achieve their maximum functional capacity. Program areas include: design and implementation of the NYC 15/15, the Mayor's commitment to fund 15,000 units of supportive housing; design, implementation and oversight of DSS Affordable Housing for households with histories of homelessness; oversight of on-site tenant services for older adults living in NYC Senior Affordable Rental Assistance (SARA) Housing, developing innovative housing models to house in need individuals and families; managing oversight of the HRA Single Room Occupancy (SRO) contract portfolio for individuals with histories of homelessness.
The Housing Services Administration (HSA) is recruiting for one (1) Administrative Director of Social Services M3 to function as an Executive Director of Affordable Housing, who will:
- Oversee contract and fiscal management process for all existing contracted sites; serve as final programmatic approval for all invoices and budget items (configurations, amendments, encumbrances); liaison with vendors, OSAHS Budget team, DSS Contracts Office and DSS Office of Budget Administration, and other DSS Offices to ensure OSAHS contracts are aligned with Agency and City procedures.
- Lead contract initiation and start up process with prospective not-for-profits (NFP's) procured through Open ended RFPs (OERFP); coordinate with internal DSS/HRA program areas for budget approvals, contract registration and ongoing implementation.
- Review existing procedures for program standardization, develop vendor operating procedures, systems access and training, vendor contract compliance, and performance assessments.
- Manage relationships with key HRA program areas including but not limited to Homeless Prevention and Assistance, Rental Assistance Unit, and FIA to rectify any voucher-related budget deficits and coordinate tenant arrears resources to promote housing retention.
- Provide technical support to providers related to program development and emergency situations.
- Coordinate with ACCO to ensure committees for open-ended RFPs are in place for all incoming proposals. Participate in charging and review as requested by ACCO.
- Advise the Assistant Deputy Commissioner and Deputy Commissioner on critical issues impacting the effectiveness of the program. Analyzes issues and problems and recommends solutions.
- Oversee implementation and management of the referral process for all units in the DSS Affordable Housing portfolio.
- Manage relationship with DHS for all lease-ups and backfill of units, ensuring ongoing pipeline of candidates; refine candidate selection criteria and coordinate with DHS shelters, and contracted non-for-profit housing providers. Maintain coordinated lease-up process with HRA City Vouchers program leadership and tenant resource departments.
- Direct key work-streams with Department of Social Service ITS and DHS for short term and long-term technology solutions to digitize the referral process; serve as programmatic lead for database expansion through the DSS CAPS system.
- Coordinate with HPD to both monitor pipelines of new affordable housing for older adults being developed through the SARA program and share information to ensure new sites are being rented up in accordance with HRA contracts.
- Conduct onsite semi-regular site visits across portfolios in Brooklyn, Bronx, Manhattan, and Queens.
Salary Range: $83,718-$90,282
Work Location: 4 WTC
Hours/Schedule: Monday - Friday, 9am-5pm (Managerial Schedule)
ADMINISTRATIVE DIRECTOR OF SOC
Minimum Qualifications
- A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, in a large governmental agency, business firm, civic or community organization operating in the area of social services, including one year at the administrative or managerial level; or
- Education and/or experience equivalent to "1" above. Graduate education or a license may substitute for up to a maximum of three years of experience in the area of social services, but not for the one year of experience at the administrative or managerial level as described in "1" above, as follows:
- A master's degree from an accredited college or university in accounting, business, child welfare, counseling, economics, education, finance, human resources, labor relations, management, management science, nursing, operations research, organizational behavior, personnel or public administration, political science, psychology, sociology, social work, statistics, and/or urban studies may substitute for two years of experience; and/or
- Graduate education beyond the baccalaureate degree may be substituted at the rate of 30 semester credits from an accredited college or university in the area(s) listed in "2(A)" above for each year of experience up to a maximum of three years; or
- A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.
However, all candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or management level as described in "1" above.
Preferred Skills
- Extensive experience and knowledge of affordable and supportive housing in NYC DHS shelter system and City's rental assistance programs, and support services and models for vulnerable populations, including but not limited to the people with histories of homeless, mentally illness, substance use, living with HIV, and/or low-income. - Experience working with large data sets, synthesizing and developing reports outside of centralized data systems. - Demonstrated ability to interface with senior level staff, including Commissioners, Executive Directors and developers, City and State stakeholders, as well as non-governmental organizations. - Knowledge of contracting, procurement, and budgeting (including Passport). - Experience with project management, tracking systems, and coordinating across multiple entities and systems to meet deliverables.
