The Director of Safety and Security is responsible for managing safety and security services for the entire campus. The Director manages the security staff, maintains the department budget, and makes recommendations for the purchase of safety and security equipment and supplies. This individual is also responsible for developing, implementing, and revising the department policy/procedure manual and campus crime prevention programs, as well as building public relations in relation to safety and security with other campus departments and the local community. This position is responsible for maintaining compliance with Title IX and the Clery Act for the campus.

Essential Functional Responsibilities:

Daily operations and oversight of campus safety and security, including:

  • Coordinate, implement, and oversee site security operations and activities to ensure protection of students, faculty, staff, visitors, stakeholders, the general public, as well as physical and information assets, while ensuring optimal use of personnel and equipment.
  • Serve as the focal point for security incident response planning and execution.
  • Define and implement an ongoing Security Risk Assessment Program, which will define, identify, and classify critical assets, assess threats and vulnerabilities regarding those assets, and implement safeguard recommendations.
  • Create a positive and productive work environment in leading the Security team to ensure the department maintains a high level of customer service and productivity while prioritizing the safety/security of the campus.
  • Ensure the appropriate development, implementation and management of security training and team development.
  • Work closely with the Security Manager to initiate personnel actions such as recruitment, selections, transfers, promotions and discipline or dismissal measures.

Compliance, reporting/investigative, and procedures

  • Develop, implement, and maintain programs and procedures to ensure compliance with federal security requirements such as Title IX and the Clery Act as they apply to the campus.
  • Prepare and distribute information in accordance with Clery Act guidelines.
  • Develop, implement, and revise department policies /procedures, campus crime prevention programming, and public relations with other campus departments and the local community involving security and safety issues.
  • Ensure the preparation and reporting of all security related incidents, activities, and projects is done in a timely, quality and appropriate manner. Directly manage and resolve to completion escalated and/or serious matters in an appropriate and timely manner.
  • Oversee the investigation and reporting of activities relating to losses or violations of KCAI regulations, policies and procedures.
  • Direct the identification, development, implementation, and maintenance of security processes, practices, and policies throughout the campus to preserve life, reduce risk (financial, physical, personal, and reputational), respond to incidents, and limit exposure and liability.
  • Oversee the research and deployment of security technology solutions and innovative security management techniques to safeguard the organization's assets, including intellectual property.
  • Develop and maintain fiscal year security master plans, security budget estimates, incident and statistical information necessary to ensure security maintenance and improvements are scheduled, funded, and completed.
  • Prepare periodic budget estimates and reports. Review financial reports to ensure security operation efficiency and quality control.

  • Contract Security Staff (when applicable)

Knowledge, Skills, and Qualifications:

  • An active approach to leadership by example and influence along with a collaborative, team-oriented and highly communicative personal style will be essential skills for this trusted position.
  • Excellent communication skills; listening, speaking, writing and relational skills are required for this position, as are integrity, candor and approachability.
  • Ability to understand, interpret, analyze, and develop consensus within an organizational climate of diverse operational activities and non-complementary regulations, imposed by agencies with regulatory jurisdiction.
  • Ability to effectively communicate within all levels of the organization (including briefing the cabinet and Board of Trustees) on the status of security and issues surrounding risk management decisions.
  • Exceptional analytical skills, leadership experience, and exceptional relationship management competencies to understand impact and sensitivity of security issues.
  • Demonstrated commitment to lead personnel in education and training advancement.
  • Ability to use current computer equipment and programs being used by the division.
  • Possession of a valid motor vehicle license and willingness to operate motor vehicles in the course of employment.

Required Experience/Education:

  • Bachelor's degree in criminal justice, business administration, security or at least 10 years of direct experience in a significant senior-level executive leadership role in the security/public safety industry.
  • 5 years of demonstrated success in leading one or more private sector corporate security organizations or related public sector organizational security departments where the primary role of the position was to develop, plan, implement, and operate programs designed to prevent and protect the organization from security-related incidents.
  • 5 years of direct experience in a significant senior-level executive leadership role. Demonstrated ability to develop and manage the functional capital of an executive position and management of an operational budget.
  • Hands-on experience with increasing departmental efficiencies and effectively responding to competing priorities.
  • Demonstrated ability to develop and manage the functional capital of an executive position and management of an operational budget.

Preferred Experience/Education:

  • Professional certification in an area of study relevant to this position (CPP, CISSP, CSS, etc.)
  • Specific experience in compliance with Title IX and the Clery Act and with crime prevention methods.
  • Previous work experience in a collegiate environment.
