Job DescriptionThe Office of Labor Relations (OLR) represents the Mayor in the conduct of all labor relations between the City of New York and labor unions representing employees of the City. The Commissioner serves on behalf of the Mayor as the City's liaison with both labor and management in the private sector. The office is authorized by Executive Order 38 (February 7, 1967), amended by Executive Order 13 (July 24, Additionally, OLR administers the Health Benefits Program, Management Benefits Fund, Employee Assistance Program, Work Well NYC, Medicare Part B Reimbursement and Pre-Tax Benefits & Citywide Programs including the Deferred Compensation Plan and NYCE IRA. In addition to negotiating collective bargaining agreements, OLR serves as a resource to agencies with regard to workforce labor issues and works with the Municipal Labor Committee (MLC) to pursue innovations in a variety of areas, particularly regarding City health insurance programs. The staff at OLR assist their fellow agencies in handling personnel and payroll issues, conducting labor-management meetings, representing the City at representation hearings, and handling all employee grievances and arbitration matters while also negotiating collective bargaining agreements with the City's 149 bargaining units.
The Office of Labor Relations Administration Division is seeking to hire a Principal Administrative Associate – Level 3 to report directly to the Assistant Commissioner of Administration and Employee Development. The Principal Administrative Associate – Level 3 will be responsible for the following:
- Work closely with timekeeping, payroll, and human resources staff.
- Monitor agency weekly timesheets, adjust, and re-approve timesheets which may require corrective actions; approving pay and leave events, create and assign employee's schedules, overriding existing schedules, when necessary.
- Prepare and review City Time and CHRMS reports to ensure that the information is accurate and complete.
- Resolving and obtaining answers to complex problems and instructing staff members on appropriate procedures; maintaining the filing system for active and inactive employees; and performing all related duties and serving as back-up to the other timekeepers.
Assist in creating, writing, and submitting job descriptions and organization charts, as directed by Assistant Commissioner of Administration and Director of Administration.
Follow-up daily on HR transactions to onboard, offboard, secure leaves of absence, address payroll inquires.
Prepare agency headcount reports.
Work on various confidential time sensitive projects for the agency with the Assistant Commissioner of Administrations and Director of Administration
- Attend meeting with Senior staff and on behalf of the agency
PRINCIPAL ADMINISTRATIVE ASSOC
Minimum Qualifications
A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
Preferred Skills
Candidate must demonstrate interpersonal, diplomacy, reliability, and organizational skills. Proficient in Microsoft Office applications, particularly Excel, VISIO and PowerPoint. Can handle confidential and sensitive matters with discretion. Knowledge of Time Management Operations and/or Citywide Time and Leave Regulations and/or New York City payroll applications such as Citytime, PMS, RMDS, NYCAPS and CHRMS is a plus.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
