Position Summary:
Reporting directly to the campus President, the Vice President leads instructional and student affairs programs. This position serves as the college's Chief Academic Officer. The Vice President is a member of the President's Cabinet. The Cabinet collaborates on strategic goal processes to improve campus operations to meet student, community, and institutional needs. This role requires strong team-building across multiple departments, a desire for educational innovation, and the ability to manage multiple priorities effectively. This is an opportunity for an innovative leader to unite campus departments to promote overall student success.
ENMU-Roswell is scheduled for an accreditation site visit by the Higher Learning Commission in 2027. The Vice President will lead the accreditation preparation efforts and serve as the campus's liaison with the Higher Learning Commission. The ability to work collegially across the institution is critical to this position. This position oversees all aspects of academic affairs and student affairs to include: supervising three Deans, two Assistant Vice Presidents, an Executive Administrative Assistant, the Director of GEAR UP, and a grants director overseeing two federal grants.
The Vice President works closely with campus leaders in all significant planning, policy and decision-making actions, including community, legislative, governmental, and accreditation matters. This position assumes a primary role in interpreting, analyzing, and communicating complex information and data, including information from the New Mexico Higher Education Department, New Mexico Legislature, Federal Department of Education, and Higher Learning Commission. The Vice President participates in long-range planning and implements the campus's strategic plans.
Duties and Responsibilities:
Typical duties will include, but are not limited to:
- Leading academic affairs and student affairs functions.
- Implementation of strategic goals and objectives.
- Oversight of the academic catalog and the academic schedule.
- Experience with and knowledge of regional and national accreditation to ensure campus operations meet established accreditation standards.
- Articulate a vision for instruction and student affairs grounded in best practices for teaching, learning, student support, and ensuring alignment with the college's mission.
- Promote and lead program review, outcomes assessment, instructional effectiveness, student affairs, and accreditation standards.
- Oversee local high school academic partnerships for dual credit programming.
- Encourage innovative use of instructional technology and online delivery to meet regional and workforce needs.
- Collaborates with various campus offices to ensure successful implementation of grant funding.
- Respond to student and public inquiries and complaints regarding instructional delivery and student services.
- Promote and support professional development for faculty and staff.
- Engage with external stakeholders, including employers, community partners, and other educational institutions, to foster partnerships and collaboration.
- Review and evaluate policies affecting instruction and student affairs, proposing new and revised policies as appropriate.
- Collaborate with the Branch Campus Chief Budget Officer to analyze financials as they relate to academic and student affairs.
- Oversee the development and management of budgets for all instructional and student affairs departments, ensuring fiscal responsibility and alignment with strategic goals.
- Leads the preparation, scheduling, and evaluation of academic programs and classes.
- Facilitates faculty and staff evaluation processes to include faculty tenure.
- Ensure the successful operation of the campus Adult Education Program.
- Long term forecasts of academic and student support programs.
- Actively supports the college's shared governance components, activities, and other collaborative processes.
- Manages the continued evaluation and improvement of assigned campus functions.
- Represents the college on various committees, as well as to campus and system boards, community groups, professional organizations, other colleges, universities, state agencies, and K-12 schools.
- Analyzes pertinent educational and financial laws, legislation, policies, regulations and procedures to determine impact on the college and reporting strategies.
- Understanding of the Hispanic Serving Institution designation and its significance for institutional practices.
- Analyzes, interprets, and monitors the financial condition of the college's operations; recommends changes and strategies to ensure financial stability and good financial health.
- Ability to work with multiple constituencies with diverse backgrounds, cultural heritages, ethnicities and abilities.
- Understanding of student enrollment trends and demographic statistics of the community, as well as trends in academic, vocational, adult and community education.
- Assumes other professional duties as assigned by the President.
Minimum Job Requirements:
- A minimum of a master's degree from a regionally accredited institution of higher learning in an academic discipline, education, public administration, leadership, or closely related field.
- Higher education experience as a vice president, assistant vice president, dean, or director leading academic affairs or student affairs faculty and staff.
- Demonstrated experience working with external organizations such as a state Higher Education Department, civic organizations, and accreditation organizations.
- Strong understanding of federal and state regulations related to post-secondary institutions.
- Exceptional oral and written communication skills.
Preferred:
- Earned doctorate degree in an academic field, higher education administration/leadership, or a related area.
- Five years of progressive community college supervisory experience as a vice president, assistant vice president, or dean.
- Community College level teaching experience.
- Experience in a minority serving institution.
- Proven experience in building industry partnerships to develop workforce programs and fundraising capabilities.
- Bilingual (Spanish).
- Work is performed during normal work hours, with some evenings and weekends to meet deadlines and attend meetings.
- Work is sedentary in nature that at times requires exerting up to 25 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.

Retirement
Eastern New Mexico University-Roswell participates with the New Mexico Educational Retirement Board (NMERB), Social Security, and Medicare.
The University also offers supplemental retirement plans. 403b plans are available through TIAA/CREF, AIG VALIC, and MetLife. 475b plans are offered through TIAA/CREF.
Paid Time Off
Leave accrual rates are determined by employee class (At-Will/Professional & Faculty - exempt or Support – non-exempt) and years of employment. See below for specific accruals for each employee class.
As per policies and procedures Adjuncts and Temporary employees are not eligible to accrue leave.
Faculty Paid Time Off
- Medical leave is accrued 48 hours in the Fall and 48 hours in the Spring.
- Personal Leave - Five personal work days each academic year and two work days during the summer. Only regular faculty will be eligible for personal leave. Personal leave will not accumulate from academic year to academic year.
Support Paid Time Off
- During the first year of service, full time non-exempt (hourly) employees accrue 7 hours of annual leave and 7 hours of medical leave per month.
- The second year of service, full time non-exempt employees accrue 10 hours of annual leave and 10 hours of medical leave per month.
- The third and subsequent years of service, full time non-exempt employees accrue 14.66 hours of annual leave and 14 hours of medical leave per month.
- Employees must work for the University for three months before they are eligible to use annual leave.
- Leave accruals will be pro-rated for part time employees.
Professional/ At-will Paid Time Off
- Full time exempt employees accrue 14.66 hours of annual leave and 14 hours of medical leave per month.
- Employees must work for the University for three months before they are eligible to use annual leave.
- Leave accruals will be pro-rated for part time employees.
Employee Educational Assistance Plan
Eastern New Mexico University-Roswell offers a tuition waiver for permanent, full-time and part-time regular employees and retirees. Employees can take up to 9 credit hours on the Roswell campus. Their IRS dependents are not restricted in the number of credit hours they can take. For detailed information reference 40.9 Educational Assistance Program.
For classes offered by ENMU in Portales, the Portales campus will waive some tuition for either the employee or spouse, dependents, as defined by the I.R.S., are not eligible for tuition waivers for classes taken through the Portales campus.
Additional course fees will still need to be paid by the employee.
As per policies and procedures Adjuncts and Temporary employees are not eligible to recieve the tutiion wavier.
