Summary of Job Duties:The Assistant Director of Utility Operations is responsible to assist the Utilities Director. Job duties include: operations management, capital, and operating budget, and labor resource allocation for the campus utility production facilities and distribution systems. This position provides leadership and management for approximately 25 personnel with one manager level direct report.
The position is responsible to the Department Director for developing/implementing the various Department Program to include: Capital Renewal, Deferred Maintenance, Utility Building, Project Management, Maintenance (Corrective, Preventive, Predictive, Reactive), coordinating with engineers, campus construction services department, and contractors on construction projects that impact the utility distribution systems; managing the campus utility production facilities and the utility distribution system for steam (130,000 lb/hr), condensate, chilled water (14,550 tons), heating water, compressed air, and 5,000 kW medium voltage distribution; providing oversight of job order contractors, sub-contractors, contract maintenance vendors, and University trades shops in performance of work on utility production and distribution systems or equipment; and assisting in engineering system design and routinely performs quality control of new utility equipment and system component installations.
This position is responsible for coordinating utility outages to minimize the impact to campus customers; manage multiple critical equipment service agreements and a critical spare parts inventory; managing the operation, maintenance, and regulatory compliance requirements of the University-owned high-pressure natural gas pipeline. This includes all of the applicable requirements under Federal DOT/PHMSA regulations set forth in 49 CFR 191,192, & 195 and the state of Arkansas Gas Pipeline Code. The Assistant Director is responsible for supervision of Power Plant 24 x 7 Operations; providing technical support for the powerplant operations and maintenance personnel; and facilitating regulatory inspections, training, and safety exercises as required by state and federal code.
Regular, reliable, and non-disruptive attendance is an essential job duty, as is the ability to create and maintain collegial, harmonious working relationships with others.
Qualifications:Minimum Qualifications:
- Bachelor's degree in Engineering from an accredited institution of higher education
- At least eight years of related experience
- At least two years of supervisory experience
Applicable equivalencies may be considered on the above qualifications.
Preferred Qualifications:
- Bachelor's degree in mechanical engineering, electrical engineering or industrial engineering from an accredited institution of higher education
- Experience in multi-trade advanced level of knowledge in a Plants Various Engineering Systems to include Master's level troubleshooting skills
- Experience with building, implement and improvement Plant Programs such as Preventive/Predictive Maintenance Plans, Organization Communication Plans and detailed Processes and Procedures
Knowledge Skills & Abilities:
- Knowledge of building construction techniques, materials, and costs
- Knowledge of construction budget development
- Ability to plan, organize, and direct the work of subordinate managers, foreman and supervisors
- Ability to conduct on-site inspections of buildings to determine the quality and progress of on-going operations
- Ability to draw and interpret blueprints and building specifications
- Ability to develop construction plans, procedures, and budgets
