SALARY: $139,900 - $171,400
SUMMARY: NASPO is searching for a Director of Cooperative Portfolio Management with extensive
experience in all facets of public procurement. This position reports to the Deputy Chief
Cooperative Procurement Officer (DCCPO) and leads the NASPO ValuePoint Cooperative Portfolio
Management (CPM) team, which plays a critical role in advancing cooperative procurement initiatives
and maintaining excellence in public procurement.
NASPO is a non-profit organization dedicated to providing state Chief Procurement Officers (CPOs)
with the support and procurement resources they need. NASPO ValuePoint, a division of NASPO,
provides the highest standard of excellence in public cooperative purchasing. By leveraging the
leadership and expertise of all states and the combined purchasing power of the states and their
local public entities, NASPO ValuePoint delivers the highest valued, reliable and competitively
sourced contracts, offering public entities low prices, valuable terms and conditions, and
value-added options. NASPO's Cooperative Program operates under the Lead State model, facilitating
competitive solicitations that maximize efficiency and value for participating entities.
The ideal candidate must have vast experience in public procurement and a demonstrated history of
building and fostering cross-functional team relationships. This position requires an analytical
mindset, relationship-focused approach, a strategic vision, as well as demonstrated experience
leading and developing staff.
DUTIES AND RESPONSIBILITIES:
Direction & Support of CPM Team Staff
- Provides leadership in hiring, training, mentoring, and supporting CPM and Sr. CPM staff,
ensuring alignment with the strategic direction set by the Deputy Chief Cooperative Procurement
Officer (DCCPO) and Chief Cooperative Procurement Officer (CCPO).
- Directly supports the professional development and growth of CPM and Sr. CPM staff in
coordination with the Deputy Chief Cooperative Procurement Officer (DCCPO).
- Manages the day-to-day business operations of the NASPO ValuePoint CPM team, including the
development, monitoring, and reporting of performance metrics and standards for the CPM
team, delivering regular updates and recommendations to the DCCPO and CCPO.
ValuePoint Portfolio/Contract Activities
- Provides direct oversight of ValuePoint portfolios, ensuring cooperative contract portfolios:
o Meets ASPO membership end-user needs.
o Are procured in alignment with project charters and timelines, with no lapse in coverage;
o Utilizes effective, efficient, and innovative practices to expedite
contract implementation.
Team & Membership Collaboration & Support
- Collaborates with other NASPO ValuePoint Directors to provide day-to-day operational strategic
support for ValuePoint portfolio projects.
- Works with the NASPO legal team, DCCPO, CCPO, and ValuePoint Executive Council to modernize
the NASPO cooperative procurement processes to ensure the cooperative's portfolios deliver the
"best value" to our membership and suppliers through streamlined, repeatable processes within
predictable timeframes.
- At the direction of the CCPO or DCPO, coordinates with other NASPO Divisions to develop
training materials, support session development at conferences, contribute to and help implement
marketing initiatives, and develop strategies that promote NASPO Cooperative Programs and other
NASPO resources.
- Promotes NASPO and NASPO Cooperative Program initiatives at conferences, tradeshows, and other
events.
- Attends NASPO, NASPO ValuePoint and strategic partner events as requested by the DCCPO or
CCPO.
NOTE: Extensive travel is a requirement of this position (frequently several times each month). All
work-related travel expenses are covered by NASPO when completed in accordance with the NASPO
Travel Policy.
MINIMUM QUALIFICATIONS:
- A minimum of 7 years' experience in all facets of public procurement, of which a minimum of 3
years in a management or supervisory position with demonstrated experience:
o Developing complex RFPs and conducting the procurement process for a wide variety of goods and
services.
o Negotiation and administration of complex contracts
o Supporting the facilitation and resolution of supplier protests
o Developing a holistic understanding of the public procurement process
- Supervisory/staff development experience
- Project management experience
- Highly organized, with the ability to work effectively independently and in collaborative
settings.
- Exceptional interpersonal, public speaking, and written communications skills.
- Excellent analytical skills.
- Excellent public relations skills and abilities.
- Proficient computer skills including Microsoft Word, Excel, Power-Point, and other web-based
applications.
PREFERRED QUALIFICATIONS:
- Master's degree or Juris Doctorate
- Relevant, active procurement certification such as the CPPB or CPPO
