SUMMARY:
The Mayor's Office of Management and Budget (OMB) is the City of New York's chief financial agency. OMB's staff of analysts and experts assembles and oversees the City's expense and capital budgets, which fund the activities of approximately 90 City agencies and entities.
The Community Development Block Grant – Entitlement and Disaster Recovery (CDBG-EDR) Unit oversees the City's Community Development Block Grant awards, which are administered by the U.S. Department of Housing and Urban Development (HUD). Congress established the CDBG Entitlement program in 1974 to provide annual grants for housing, economic development, and other projects that principally benefit low- and moderate-income persons. The City uses CDBG funds for various activities such as housing code enforcement, emergency housing repairs, public services (e.g., day care, recreational activities, senior services), historic preservation, planning activities, etc.
The CDBG - Disaster Recovery (CDBG-DR) program provides funding to address a wide range of needs following presidentially-declared disasters. The City currently manages CDBG-DR allocations related to Hurricanes Sandy and Ida. Funded programs focus on disaster relief, long-term recovery, restoration of infrastructure and housing, economic revitalization, and making the City more resilient to the impacts of climate change.
The CDBG-EDR Fiscal Unit oversees the budgets for each grant including participating in the City's four-phase budget cycle; monitors expenditures using the City's Financial Management System (FMS); seeks federal reimbursement for eligible expenditures; coordinates and prepares financial reporting to the federal government; and confirms that the City meets various thresholds applicable to the grants.
JOB DESCRIPTION:
The duties of the position include, but are not limited to, the following activities:
- Monitor the CDBG and CDBG-DR funds budgeted in the following City agencies and entities: Department of Homeless Services, Department for the Aging, Department of Youth and Community Development, New York City Housing Authority, Department of Environmental Protection, Mayor's Office of Climate and Environmental Justice, and New York City Economic Development Corporation. The assignment includes these agencies but may not be limited to them. Monitoring the budgets includes, but is not limited to, scheduling the funds, tracking obligations and expenditures, and reviewing funding and budget modification requests.
- Become proficient in the use of the City's Financial Management System (FMS) and the City Human Resource Management System (CHRMS).
- Monitor funded positions in assigned agencies through the NYCAPS system and Planned Action Report (PAR) review and analysis process.
- Become proficient in HUD's reporting systems, the Integrated Disbursement and Information System (IDIS) and the Disaster Recovery Grant Reporting system (DRGR). Prepare and implement drawdowns against the CDBG Letters of Credit using these systems.
- Work closely with all entities that may be involved with CDBG funds including, but not limited to, the New York City Comptroller's Office, HUD, and independent auditing firms during the Single Audit.
- Prepare City fiscal year close reports in conjunction with the Comptroller's Office close.
- Prepare monthly fiscal reports; as needed status reports; and all other budget, allocation, and expenditure reports and exercises.
- Develop the November Plan, the Preliminary Budget, the Executive Budget, and the Adopted Budget for assigned agencies.
- Assist in the production of various reports and plans for submission to HUD and release to the public.
- Monitor the CDBG Program Income revenue on a day-to-day basis.
- Monitor CDBG-funded expense and revenue accruals on a day-to-day basis.
- Represent the Fiscal Unit in the effort to develop a Hurricane Ida grants management system.
- Produce special reports and participate in ad hoc projects, when necessary.
QUALIFYING SKILLS:
- Strong attention to detail and organizational, research, analytical, and problem-solving skills.
- Ability to work with large data sets.
- Exceptional interpersonal skills and the ability to maintain working relationships with staff and government agencies with utmost professionalism.
- Excellent communication skills, both verbal and written (with an ability to write memoranda, reports, etc.).
- Ability to self-motivate and work independently with minimal supervision when necessary.
- Ability to work calmly and proficiently under pressure and to adhere to strict deadlines.
- Must be proficient in Microsoft Word and Excel and have the ability to learn new technology quickly.
- Experience with Microsoft Office software (Outlook, Teams, PowerPoint).
- Experience with any of the following is a plus:
- Grant administration and management;
- Quickbase;
- City Human Resource Management System (CHRMS);
- CRYSTAL reporting software.
REQUIREMENTS:
Assistant Analyst ($60,764+): Bachelor's degree in Economics, Political Science, Public Administration, Public Affairs, Urban Studies, or a subject related to the specific assignment with no or one year of full-time experience in budget planning, financial analysis, public policy analysis, or a related field.
Analyst ($77,327+): Bachelor's degree and a minimum of two years of full-time experience in budgetary planning/management, financial analysis, public policy analysis or a related field; or an awarded Master's degree in Economics, Political Science, Public Administration, Public Affairs, Urban Studies or a field related to the specific assignment.
Senior Analyst ($86,995): Bachelor's degree in Business, Finance, Economics, Public Policy Analysis/Administration, or a subject related to the specific assignment and a minimum of three years of full-time experience in budgetary planning/management, financial analysis, public policy analysis/administration, or a related field; or an awarded Master's degree in Economics, Political Science, Public Administration, Public Affairs, Urban Studies, or related field, and one year of relevant experience.
