The NYC Law Department is accepting applications for the position of Deputy Chief of its General Litigation Division. The Division represents the City in federal and state court litigation in both routine matters and challenges to important programs in diverse areas including education, prison conditions, child welfare, freedom of information, public assistance benefits, campaign finance and election law. The Division also defends numerous class actions for money damages and injunctive relief that assert statutory and constitutional violations. Recent cases involve matters such as accessibility of court houses and police stations for disabled persons; conditions of confinement at NYC jails; educational programs and services offered to special needs children; DNA collection and retention; and cash assistance and SNAP benefits. Division lawyers are responsible for their own caseloads and all facets of litigation including pleadings, discovery, court conferences, arguments, motion papers, and trials. The Deputy Chief will (i) assist the Chief in both the oversight of the work of the Division in all practice areas and with the management of the Division's approximately 30 attorneys and 6 professional support staff; (ii) supervise a team of attorneys; (iii) advise division attorneys and supervisors as needed; (iv) have primary responsibility for the preparation and updating of various division reports; (v) assist with the review of case abstracts and closing papers; (vi) create and update Division training materials; and (vii) litigate complex high-profile cases.
After the completion of orientation, attorneys hired by the Law Department will have the opportunity to elect to work from home under one of the following two programs. The first option allows attorneys to work remotely on a limited and irregular basis. The second option is a Citywide pilot program, which allows participants to select two set days to work from home each week. The two days will need to be approved by the attorney's division and take into consideration the needs of the division, as the pilot program requires more than 50% staff coverage each day. In addition, if an attorney needs to appear in court, a client meeting or other in-person work related event on a set work from home day, they will need to attend to those in-person responsibilities and will not be able to work from home that day. Participants in the pilot program must set one work from home location where they will work remotely. This pilot program is currently being tested Citywide to determine its efficacy for City agencies and is not yet a permanent program.

Minimum Qualifications
Applicants should have extensive experience litigating and providing counseling in both class and individual actions, and in the substantive areas that the Division practices. Applicants must have a history of supervisory experience of attorneys. Applicants must also have excellent oral and written communication skills and strong inter-personal skills. Applicants must also possess exceptional organizational abilities, strong legal writing and analytical skills, and excellent judgment. Applicants must be admitted to the bars of, and be in good standing in, the courts of New York State, and the Southern and Eastern Districts of New York.
