Rebuilding Together Greater Florida (formerly Rebuilding Together Tampa Bay) "RTGFL" is a nonprofit organization dedicated to repairing homes, revitalizing communities, and rebuilding lives. Serving over 21 counties across Florida, RTGFL provides safe and healthy housing for low-income homeowners, seniors, veterans, and families in need through home rehabilitation, disaster recovery, and community revitalization programs.
Position Summary
The Vice President of Construction (VPC) provides strategic and operational leadership for all construction programs, including new construction, rehabilitation, and disaster recovery projects across Rebuilding Together Greater Florida (RTGFL).
This position ensures all construction activities are delivered safely, efficiently, and in compliance with funding, permitting, and quality standards. The VPC oversees the construction management team and field operations, establishes organizational standards, and ensures accountability across districts.
The VPC works collaboratively with the Vice President of Operations (Programming) to ensure construction activities align with programmatic goals, grant requirements and timelines. Together, both Vice Presidents coordinate and advise district teams on program delivery, funding utilization, and compliance standards.
At the district level, Construction Managers collaborate directly with Program Managers to develop project scopes, budgets, and schedules under the guidance of the executive team. The VPC provides overarching guidance, oversight, technical support, and accountability for construction quality, timeliness, cost control, and adherence to established standards.
Essential Duties and Responsibilities
Leadership and Strategic Oversight
- Lead and manage RTGFL's construction division, encompassing all new construction, rehabilitation, and disaster recovery efforts.
- Supervise and support Construction Managers and field-based staff, ensuring consistency and adherence to organizational standards.
- Collaborate closely with the VP of Operations (Programming) to ensure strategic alignment between construction execution, program delivery, and grant funding.
- Provide strategic guidance for district construction activities, resource allocation, and quality control.
- Advise on funding allocations, project prioritization, and resource planning to support district needs.
- Develop and implement standardized construction policies, procedures, and quality benchmarks.
- Promote a culture of teamwork, accountability, and safety across all worksites.
- Serve as a member of the Executive Leadership Team, participating in organizational planning and strategic decision-making.
Construction Operations and Management
- Oversee all phases of construction projects from pre-construction planning through project closeout and warranty.
- Ensure all projects comply with local, state, and federal regulations, and meet or exceed SHIP, CDBG, HUD, FEMA, and other funder requirements.
- Develop, approve, and monitor construction budgets, timelines, and resource plans in coordination with Finance and Operations (Programming)
- Establish standardized processes for permitting, inspections, contractor engagement, and reporting.
- Ensure consistent and effective coordination between Construction Managers and Program Managers regarding scopes of work, project budgets, and timelines.
- Ensure construction deliverables are achieved on time and within approved budgets.
- Promote accountability in project documentation, contractor management, and budget adherence.
- Maintain a focus on quality assurance, site safety, and risk management across all projects.
Collaboration and Communication
- Collaborate closely with the VP of Operations (Programming) to coordinate statewide activities, review funding pipelines, and align district priorities with grant objectives.
- Oversee and support Construction Managers' communication with Program Managers to ensure alignment between program goals and construction outcomes.
- Partner with the Finance Department on budgeting, forecasting, tracking and reporting for all construction-related expenditures.
- Collaborate with the Development and Grants Teams to ensure construction data accurately supports grant proposals, reports, and funding compliance.
- Build and maintain positive working relationships with municipalities, inspectors, contractors, and community partners.
Compliance, Safety, and Quality Assurance
- Ensure all construction activities adhere to OSHA safety regulations, local building codes, RTGFL safety standards, and permitting requirements.
- Oversee quality assurance and risk management efforts to maintain consistent project delivery standards.
- Conduct regular reviews of construction documentation, budgets, and performance metrics for accuracy and compliance.
- Support audits and funder reviews with detailed construction documentation and reporting.
Organizational Support
- Provide regular updates to the CEO and Executive Leadership Team on project progress, resource needs, and outcomes.
- Collaborate with the VP of Operations on district-level performance reviews and project planning.
- Serve as an advisor in capital planning, volunteer engagement, and disaster response initiatives.
- Act as backup to the VP of Operations when necessary to ensure continuity of leadership and support.
Required Qualifications
- Bachelor's Degree in Construction Management, Civil Engineering, Architecture, or a related field. Master's Degree or Florida General Contractor's License preferred.
- 7–10 years of progressive construction management experience, including at least 5 years in a leadership role.
- Demonstrated success managing both new construction and rehabilitation projects.
- Proven experience leading multi-site operations and publicly funded projects.
Knowledge, Skills, and Abilities
- Advanced understanding of residential construction, permitting, inspection, and project management.
- Strong leadership and communication skills, with the ability to inspire and motivate teams.
- Proficiency in BuilderTrend, Salesforce, and Microsoft Office Suite.
- Demonstrated ability to manage budgets, analyze data, and ensure compliance with grant and funder requirements.
- Exceptional organizational and problem-solving skills with attention to detail.
- High level of integrity, discretion, and alignment with RTGFL's mission and values.
Additional Requirements
- Valid driver's license and reliable transportation.
- Ability to travel throughout RTGFL's service regions.
- Ability to lift up to 50 lbs. and perform on-site inspections.
- Flexibility to work occasional evenings or weekends for events, volunteer builds, or site inspections.
