GENERAL DESCRIPTION OF WORK:
Individual is responsible for providing quality assurance and quality control services necessary to verify the effectiveness of maintenance programs and to ensure equipment reliability for VIA's Fleet and Facilities Division. Position will work with management to develop and implement quality assurance and quality control programs, conduct audits, write audit reports, and deliver presentations to maintenance management staff. This individual will work with staff to recommend changes in processes, training, equipment, and materials to improve reliability of Fleet and Facilities equipment and will apply quality assurance and quality control measures to evaluate and recommend changes to enhance maintenance practices.
ESSENTIAL FUNCTIONS:
Works with the Fleet and Facilities Division management team to establish and document quality standards for vehicles, facilities, and passenger amenities.
Leads in the development, implementation, and management of quality assurance programs.
Monitors the vehicles, facilities, and passenger amenities maintenance practices to ensure quality assurance standards and programs are being followed.
Employs quality control measures to evaluate the effectiveness of quality assurance programs and to identify root causes of premature equipment failures.
Works with the Fleet and Facilities Division staff to develop and implement maintenance practices, processes, and equipment configuration changes to resolve equipment reliability deficiencies and to maximize parts, materials, and labor efficiencies.
Tests and measures vehicles facilities, passenger amenities operating systems, components, materials, and supplies and develops and implements action plans to address equipment performance concerns
Uses VIA maintenance reporting software systems; contractor provided information; local, state, and federal regulations and guidelines; and other providers of technical information to recommend best quality practices.
Communicates repair, service procedures, and technical information to personnel throughout the Fleet and Facilities Division as part of a comprehensive quality assurance program.
Creates vehicle operation and maintenance interpretive reports using spreadsheets and graphical representations of data.
Prepares and delivers presentations to management staff on technical issues related to fleet, facility, and passenger amenities equipment.
Evaluates technical skills of Fleet and Facilities Division maintenance personnel using maintenance reporting system information, direct observation and interviews, test information, and quality inspections of work performed.
Works with Maintenance Training to research, coordinate, and develop training programs and materials for maintenance personnel within the Fleet and Facilities division.
Keeps abreast of and incorporates the latest and best practices for technical, written, and quality advances that results in an efficient and effective final product promoting continuous improvement.
Receives electro/mechanical equipment for testing and prepares parts for shipping as required. Parts can range in size and weight from a few pounds to about 100 lbs.
This job description excludes marginal functions that are incidental to performing the job. Other duties may exist.
REQUIRED EDUCATION AND EXPERIENCE:
Bachelor's degree in Project Management, Fleet and Facilities Maintenance, or related field focusing on quality control technology and five (5) years of experience working in heavy equipment maintenance organization with a focus on repairing and ensuring reliability to fleet and facilities equipment. Experience may be substituted in lieu of education on a year-for-year basis up to four years.

Read and understand pneumatic, electrical, hydraulic, and mechanical systems drawings and diagrams.
Use strong analytical skills and sound judgement to process technical information.
Possess technical knowledge and experience working within a large-scale heavy-duty fleet maintenance organization.
Possess working knowledge of transit vehicle systems like wheelchair lifts, destination signs, climate control, braking systems, fueling systems, and passenger doors.
Have experience using test equipment and test apparatus, such as volt meters, oscilloscopes, data loggers, and power supplies.
Have thorough knowledge of the types and properties of materials, supplies, fuels, lubricants, tools, equipment, and maintenance practices common to transit vehicles.
Proficient use of personal computers and considerable knowledge of Microsoft Word, Excel, and equipment maintenance tracking software and databases.
Use the internet and other research methods to assist in the gathering of technical data.
Working knowledge of mathematics through college algebra and thorough knowledge of measuring nomenclature used in machinery and component parts.
Establish and manage timelines to meet organizational goals while working independently and within teams with little supervision on multiple projects.
Highly motivated and self-directed. Expected to work with little supervisory oversight.
Maintain professional and effective working relationships with VIA associates at all levels of the organization and representatives from outside agencies and contractors.
Must be able to maintain good work attendance.

PHYSICAL REQUIREMENTS:
Physical ability to frequently bend, stoop, twist, squat, kneel, climb stairs, reach, work in tight areas, and work in elevated areas.
Requires forearm rotational movement, hand grasping, and use of foot controls.
Frequently walk, sit, stand, be around moving machinery, extremes in temperature/humidity, exposure to dust, fumes and gas, and exposure to noise.
Requires simple grasping, fine manipulation, and medium dexterity. Occasionally push/pull 100 lbs. and occasionally lift/carry 30 lbs.
Must be able to hear and respond quickly to safety and emergency horns.
Must be able to differentiate between colors used in wiring and plumbing schematics. These colors primarily include red, blue, yellow, orange, green, purple, black, white, brown, grey, tan, and pink.
WORK ENVIRONMENTS:
Work involves exposure to dust, fumes, gases, noises, and unfavorable weather conditions.
Works within normal office environment.
Work involves evening hours when necessary and responding to situations at non-traditional office hours and occasionally on weekends.
