JOB SUMMARY

The Emergency Department Nurse Manager (EDM), under the direction of the Director, is responsible for the full spectrum of daily operations, clinical oversight, and staff leadership within the Emergency Department. This role ensures that patient care is delivered safely, efficiently, and in alignment with best practices, regulatory requirements, and the Mission, Vision, and Values of St. Joseph Medical Center. The EDM supports the nursing and clinical teams by coordinating resources, managing workflow, maintaining appropriate staffing levels, and ensuring compliance with organizational policies and HIPAA guidelines. They assist with hiring, onboarding, coaching, mentoring, evaluating, and disciplining staff when necessary. The EDM is accountable for maintaining smooth operations on a 24-hour basis and collaborates closely with the Director on budget planning, staffing strategies, performance improvement initiatives, and departmental goals.

PRINCIPAL RESPONSIBILITIES

The EDM demonstrates consistent support for the organization's Mission, Vision, Values, and service expectations. They actively promote a culture of safety by ensuring correct patient identification, proper reporting of incidents, accurate documentation, and adherence to non-punitive safety practices. Strong leadership is central to the role, requiring effective communication, professional behavior, critical thinking, decision-making, conflict management, and the ability to foster a positive and collaborative work environment. The EDM provides timely feedback, resolves issues, participates in committees and projects, and promotes teamwork and customer‐service excellence throughout the department.

The EDM has direct oversight of all clinical staff within the Emergency Department. They monitor and maintain performance standards; coach, mentor, and guide team members; and conduct performance reviews to recognize excellence and address opportunities for improvement. Clear communication is facilitated through shift huddles, email updates, and contributions to staff meetings. The EDM ensures proper delegation of tasks, safe patient assignments, and effective utilization of staff skills during each shift.

A key responsibility is maintaining high standards of patient safety and care quality. The EDM identifies areas for improvement, communicates findings to staff, and collaborates on solutions. They work closely with physicians, mid-levels, EMS personnel, and leaders from other departments to improve workflow, maintain strong interdepartmental relationships, and support coordinated patient care. The EDM nurtures a positive relationship with Houston Fire Department EMS and holds nursing staff accountable for maintaining professional and supportive interactions.

The EDM collaborates with the Director on setting departmental goals, including operational efficiency, quality outcomes, service excellence, and financial stewardship. They assist in developing staffing plans and schedules, adjusting resources based on patient volume and acuity, and ensuring productive and cost-effective use of supplies. They also support the recruitment, interviewing, hiring, and retention of qualified nursing staff in collaboration with leadership and the ED Education Coordinator.

The EDM promotes evidence-based practice by integrating clinical research and best-practice guidelines into daily operations. They actively participate in QA/PI (Quality Assurance/Performance Improvement) initiatives, helping develop action plans and implement changes to improve outcomes. Clinical competency is maintained, and the EDM is able to provide direct patient care when needed to support operations.

Additional responsibilities include investigating patient or family complaints, documenting findings, and taking appropriate action; supporting patient satisfaction strategies; identifying and addressing potential workflow issues; and enforcing departmental policies. During emergencies or crises, the EDM is able to direct ED operations, implement incident command procedures, and support hospital-wide emergency response activities. They collaborate with patients and families to identify realistic goals, advocate for patient rights, and assist in resolving conflicts professionally.

MINIMUM QUALIFICATIONS & SKILLS

  • Current Texas RN license; graduate of an accredited nursing program
  • BSN required; Master's degree preferred
  • BLS, ACLS, PALS, TNCC required; ENPC and CEN preferred
  • Minimum 4 years Emergency Department experience with demonstrated clinical expertise
  • Minimum 1–2 years leadership or management experience (charge, team lead, preceptor, educator, etc.)
  • Strong verbal and written communication skills; proficiency with Excel, Word, PowerPoint
  • Ability to work effectively in a stressful, fast-paced environment
  • Membership in a professional nursing organization preferred
