Job Summary:

Performs an intermediate level of of highway operational duties (including scheduling, assigning and overseeing subordinates work, inspecting work, training and guiding staff) related to the most advanced duties involved in items such as operation of motorized vehicles and equipment, striping and signing of state and interstate roadways, delivery of equipment and materials, sign fabrication, office administration, permit compliance, record keeping, work management reports, inventory and features tracking, budgeting, data entry, contract preparation and tracking, environmental compliance, vehicle and equipment care.

May have to work third shift which is 7:30 pm to 6:00 am Sunday through Thursday.

Job Duties:

Oversees and inspects work products of multiple operations, directing in-house and contracted services. Complies reports for supervisor. Assures safety and compliance in all operations. Coordinates with other government agencies, utilities, and businesses regarding encroachments and asset preservation.

Assures required inspections and audits are being completed for all highway system features. Attends planning and review meeting for upcoming construction projects providing important technical feedback on product and system performance. Assists with the management of the annual work plan, coordinating resources (manpower, equipment and materials), contracted services and items, and facility management.

Provide technical and administrative expertise to district managers in the development of intergovernmental agreements. Conduct meetings, review projects, and confer with transportation professionals. Review, monitor, and control amounts expended from the budget to assure that expenditures are within allocated funds. Report issues to the district managers. Prepare estimates of labor, equipment and materials for planning purposes. Analyze highway management records for determining feasibility of contracted services for certain activities. Assure the training and coaching of the employees is effective and timely for the development of a skilled work force.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Of procedures, practices and methods of the operation, preventive maintenance and minor repair of vehicles and equipment used in roadway operations, roadside operations, landscape and irrigation operations, sign operations, striping operations, and sign fabrication operations; MUTCD Traffic Control.
  • Of ORG and district office procedures, management, business procedures, procurement, PeCoS reports, feature inventory and customer relations.
  • Of contract procedures bidding, awarding, and monitoring.
  • Of leadership and coaching.
  • Of federal, state and agency laws, materials, equipment and tools used in work activities and established work methods and standards.
  • Of procedures and and practices established for the work section.
  • Knowledge of Google Workspace.

Skill in:

  • Applying and making advanced level interpretations of federal, state and agency laws, rules, regulations, policies and procedures pertaining to work activities, safety practices and public relations; using proper materials, vehicles and equipment to perform work activities within established work methods.
  • Oral and written communication.
  • Problem solving, skill in Interpersonal relationships.

Ability to:

  • Plan, coordinate, analyze, perform multiple tasks, communicate effectively, comprehend directions, and work under stress.
  • Learn and adapt to changing priorities.

Selective Preference(s):

ATSSA Traffic Control Supervisor certified, aerial lift operator certification - EOTEP.

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R

Valid class A CDL with appropriate endorsements.
