WIOA PROGRAM MANAGER:
Under the direct supervision of the Vice-President, is responsible for developing, coordinating, and conducting supervision of operations for assigned program.
MINIMUM QUALIFICATIONS:
- Bachelor's degree in social science, education, or related field, and minimum of three (3) years of experience; or any combination of education and experience to equal 9 years which directly reflects background in the areas described under duties.
- Must have one (1) year of demonstrated supervisory experience.
- Extensive knowledge of community resources and the needs of youth.
- The ability to establish strong working relationships with the public, especially with community agencies.
- Ability to provide public speaking, staff training and community presentation services.
- Ability to exhibit emotional maturity and good judgment, to include high standards of morals and speech.
- Must be dependable and flexible with working hours.
- Must be able to follow and carry out written and oral instructions quickly and accurately.
Must be able to use discretion in all facets of work-related situations.
EXAMPLES OF DUTIES & RESPONSIBILITIES (Not Inclusive):
Works directly with the Vice-President to develop, coordinate and implement education and workforce services for youth.
Ensure effective program delivery by developing a service plan that meets all contract requirements and scope of work and provides services aligned to the mission of YDI and WIOA.
Familiarize with the YDI Personnel Policy Handbook for adequate and compliant supervision of staff assigned.
Responsible for daily operation of the program coordinating staff schedules and ensuring delivery of services.
Assist Vice-President with the interviewing and selection of staff for vacant positions.
Onboard new staff utilizing the established procedure, completing Department Orientation form, and submitting to HR within 2 weeks of start date.
Ensure training of new staff is arranged and completed within 45 days of the start date and documented in employee file.
Complete employee evaluations at 30-, 60-, and 90-day intervals documenting the 30 and 60 day and completing the Employee Performance & Development Plan for the 90-day review and submitting to supervisor for review and submission.
Complete annual evaluations for all employees utilizing the Employee Performance & Development Plan and submitting them to supervisor for review and submission.
Develop training and performance goals with assigned staff to assist with professional development and compliance with contract goals.
Provide adequate supervision of staff that provides consistent communication, support, mentoring and accountability.
Ensure eligibility of all participants by approving all files before services are delivered.
Establish monthly benchmarks for each member of staff on their performance plan in accordance to contract deliverables.
Evaluate performance goals monthly and implement an accountability system for non-compliance and a reward system for those staff meeting/exceeding monthly goals.
Adhere to the established procedure for holding staff accountable to their monthly benchmarks, implement work improvement plans when necessary and maintain a system of documentation.
Maintain an efficient internal tracking system that provides real-time data per county on enrollments, placements, supportive services, incentives, outreach, OJT's and ITA's. Ensure that staff meet goals and stay within the allotted slots to avoid going over budget.
Meet with staff individually monthly to review performance plan, address deficient areas and plan for next month and maintain a system of documentation.
Ensure maintenance of all tracking mechanisms for the program by appropriate staff, i.e. outreach, MSGs, referrals, worksite.
Establish and/or maintain effective partnerships with partners in and out of the workforce centers in each county to ensure availability of 14 elements, enhance services, attain referrals, and leverage funds that will lead to greater outcomes.
Establish and/or maintain effective partnerships with all mandated partners under WIOA ensuring consistent communication and collaboration to enhance services and plan for co-enrollments.
Establish and maintain a 'grid' of partnerships for each element and each county to easily identify partnerships or gaps in partnerships/services.
Attend all workforce partner meetings required by the Administrative Entity (AE)/Board or other partner meetings to represent and engage the youth program.
Represent YDI and the youth program at all community meetings and participate in committees and/or taskforces to promote and/or plan youth activities and generate referrals.
Develop presentation materials for meetings or outreach events and work with AE/Board on outreach materials for the program.
Familiarize with all program policies as established by the local board, state entity and federal government and ensure compliance in delivery of program.
Review performance outcomes monthly by working with MIS Data/QA Manager to generate reports and working with staff to address deficient areas in a timely manner to meet and/or exceed performance outcomes.
Complete required monthly program reports and/or update performance plan by due date for submission or review by VP and AE/Board.
Provide program reports to the Vice-President as requested.
Conduct monthly (or as needed) site visits in each county with assigned staff to provide training and support.
Develop Standard Operating Procedures (SOP's) for effective program operation and compliance.
Recommend changes in program delivery, procedures, policies, etc. to the Vice-President for consideration when needed to improve program performance.
Attend budget meetings as scheduled by Vice-President and remain abreast of program budget throughout the year to authorize services in compliance with budget.
Complete all purchasing according to program needs and in compliance with budget utilizing the YDI electronic purchasing system.
If assigned an agency credit card, will comply with the credit card policy and submit all receipts via the required system in a timely manner.
Maintain Inventory list of all equipment purchased by the program. Adhere to AE/Board procedure of tagging and documenting location of equipment.
Approve and submit staff timesheets on time and adhere to YDI policies when approving leave and other scheduling requests.
Approve and submit participant timesheets, stipends, supportive services, OJTs, and ITA's on time and in compliance with all policies and procedures.
Maintain tracking logs of participant work hours and any other services limited by hours to ensure participants do not exceed authorized hours.
Approve all participant exits ensuring services led to a performance measure or is on track to meet a performance measure in follow-up.
Approval staff mileage requests ensuring travel is for business-related travel and within the monthly maximum cap per position.
Adhere to all close-out procedures and requirements for the program at the end of each fiscal year.
Respond to emails, calls or requests from Vice-President and/or AE in a timely manner.
Complete 24 hours of training each program year related to position for continued knowledge and professional development and submit certificate and/or completion to Vice-President.
In conjunction with the Vice-President, will conduct ongoing research to evaluate program services.
Will remain in consistent communication with the Vice-President providing updates, seeking assistance, and planning as needed.
Will recommend, plan and/or conduct in-service training twice per year for program staff.
Coordinate with other Education & Employment Programs to ensure continuity of services.
Will work directly with the Vice-President in formulating policies and procedures according to the requirements set by the program and/or department.
In conjunction with the Vice-President, will identify possible funding sources and write proposals for grants to secure funding for the WIOA program and other education and workforce development programs.
Other duties as assigned.
JOB CHARACTERISTICS/PHYSICAL DEMANDS:
This position is exempt from the overtime provisions of the Fair Labor Standards Act. This is a professional position which requires organizational and communication skills, as well as judgment, tact and diplomacy in contacts with YDI employees, community residents, parents and local government agencies. Strict adherence is required to all regulation concerning confidentiality.
Background investigation to include fingerprinting will be required.
Physical required at time of hire and may be required intermittently.
Frequent travel is required by the employee. Valid driver's license, clean driving record, and proof of satisfactory car insurance is required.
