Summit Technologies, Inc. is looking for a Senior Backend Developer, to support our client in Washington, DC (Hybrid/Remote). This role supports the IRS Business Tax Account (BTA) modernization initiative as part of the Taxpayer Experience (TXE) Strategy. The Senior Back-End Developer will focus on building secure, scalable, and high-performing server-side applications and APIs within an AWS/Kubernetes federal environment. Candidates must be eligible for a Public Trust (MBI) clearance. Employment is contingent upon passing the required background investigation and maintaining eligibility throughout the period of performance.

Duties and Responsibilities:

  • Lead the design and development of secure back-end services, RESTful APIs, and microservices that integrate with IRS digital platforms.
  • Implement best practices for cloud-native applications in AWS and Kubernetes, ensuring compliance with IRS Publ. 4812, FISMA, and NIST
  • Collaborate with product owners, technical leads, and stakeholders to translate user stories into functional back-end features.
  • Support CI/CD processes using Jenkins, GitHub Actions, SonarQube, and automated testing frameworks.
  • Conduct unit and integration testing and help develop automated test coverage (90%+ for critical functionality).
  • Troubleshoot and resolve production issues, including root cause analysis and long-term fixes.
  • Contribute to performance tuning, scalability testing, and capacity planning to meet IRS performance standards.

Required Skills and Experience:

  • 7+ years of back-end development experience, including 3+ years in a senior/lead role.
  • Expertise in Java, , or Python for enterprise back-end development.
  • Strong knowledge of secure software development, encryption, authentication/authorization, and federal cybersecurity compliance.
  • Experience with RESTful API design, microservices, and cloud-based database architectures.
  • Hands-on experience with CI/CD pipelines, containerization (Docker/Podman), Kubernetes, and AWS cloud services.
  • Experience in Agile/Scrum environments delivering iterative releases.
  • Familiarity with IRS cloud environments, FedRAMP, FISMA, and NIST
  • Experience with Jenkins, Git, SonarQube, NexusIQ, Selenium, and AppDynamics.

Education

  • Bachelor's degree in Computer Science, Software Engineering, or a related field.

Certifications:

  • CompTIA Security+ (Required)
  • AWS Certified Developer – Associate (Required)
  • Certified Scrum Developer (Preferred)
  • AWS Solutions Architect – Associate or Professional (Preferred)
  • Certified Kubernetes Application Developer (CKAD) (Preferred)
  • CSSLP or similar secure software development certification (Preferred)

Clearance:

  • Must have an active Public Trust Clearance (Tier 2 Moderate Risk).
  • Tier 4 High Risk Public Trust may be required depending on requirements.
