Summary
The Environmental, Health & Safety, and Security Specialist is responsible for ensuring compliance with all environmental, health, safety, and security regulations at the Rivergate Terminal (Portland, OR). Additionally, this role also supports environmental, health & safety at our forward wholesale warehouses (El Centro, CA/French Camp, CA/Hedges, WA). This role supports operational excellence by managing permits, inspections, training programs, reporting, and emergency preparedness. The Specialist works closely with the Terminal Manager, internal teams, contractors, and regulatory agencies to maintain a safe and compliant workplace.

Key Responsibilities
Environmental Compliance

  • Maintain and submit records for air permits, stormwater, hazardous waste, and dredging activities.
  • Conduct monthly inspections and sampling per SPCC and stormwater permits.
  • Track and report environmental metrics including waste, recycling, water, and energy usage.
  • Manage quarterly/annual agency reporting as required.
  • Coordinate with DEQ, City of Portland, and environmental consultants.

Health & Safety

  • Oversee OSHA-mandated programs and safe work practices.
  • Conduct monthly safety meetings and Safety Committee activities.
  • Manage CARE program assessments and reporting.
  • Ensure emergency equipment inspections and first aid kit servicing.
  • Coordinate all required site safety training (Block Training, First Aid/CPR, HazMat physicals, audiometric testing).
  • Maintain SDS records and event management utilizing supplied software platforms.

Security Operations

  • Maintain MARSEC certification and TWIC compliance.
  • Conduct quarterly security drills and annual exercises with USCG.
  • Manage Facility Security Plan (FSP) audits and reviews.
  • Oversee contractor safety and security orientation.
  • Administer keycard access, camera systems, and radio communications.
  • Support TSA and Rail Security inspections and coordination.

Typical Education

  • Bachelor's degree in Environmental Science, Occupational Safety, or related field preferred.

Relevant Experience

  • 3+ years of experience in EHS&S roles, preferably in industrial or maritime environments.

Required Certifications

  • TWIC card required or ability to obtain within 30 days of hire.
  • MARSEC/Facility Officer Training (FSO) certification preferred or willingness to obtain.

Other Information

  • Working knowledge of regulatory frameworks (OSHA, EPA, DEQ, USCG).
  • Strong organizational and communication skills.
  • Proficiency in Microsoft Office and EHS management systems (e.g., Enablon, BASICSAFE).

Work Schedule & Conditions:

  • Full-time, on-site role with occasional travel for training or inspections.
  • Must be available for emergency response and after-hours coordination as needed.
  • Physical ability to conduct site inspections and wear PPE.
