Purpose Project engineers are responsible for coordinating "matrixed" support among the various Engineering disciplines, as well as subcontractors and other assigned personnel. This person will develop project schedules, review proposed changes, develop technical solutions, and correctly estimate the time and effort level (hours and material) associated with new projects and changes. The Project Engineer will generate high-level estimates of effort and project duration and develop progressively higher levels of detail prior to authorization and execution. After projects are authorized for implementation, the Project Engineer will be responsible for ensuringtasks are resident in the Engineering Department's integrated schedule, regularly produce reports on status implementation, and drive projects to successful completion.Project Engineers define the resources required and develop an execution plan for any given requirement assigned to a specific project(s) and the time constraints required to execute. Project Engineers are required to provide regular status on their assigned projects and the specific actions or commitments of the workforce required to executethem.FunctionsDevelop specific, task-based plans to execute large (>1000 hours) projects with clearly established Estimated Completion Dates (ECDs) for each task. Ensure project plans are incorporated into the Engineering Department's integrated schedule.Provide the Project Engineering Manager or Director of Engineering OPC Project:Need to Schedule all assigned Tasks including Budgeted Hours and Need to Date.Maintain an active tracking of these tasks, and report daily when they may be off track and or need dates change or need to be changed.Develop Engineering estimates durations and budgets (hours and material) for a given task or project.Act as Engineering representative in the preparation of responses to commercial or government Requests for Proposals (RFPs).Notify supervisor and other applicable managers of delays and complications to project plan execution, proposing potential solutions to recover schedule and budget.Lead "as required" meetings to generate resolution of obstacles to assigned or related projects. Participants of these meetings involve a diverse field of participants across a range of shipyard functions such as Program Management, Production, Project Engineering, and individual engineers. Meetings may also include participation by other internal and external Engineeringcustomers.Lead "As required" meetings which are established and supported by internal engineering and external ESG customers to provide status and assist in assigned project completion.Supervisory ResponsibilitiesA Project Engineer 4 will have supervisory requirements (as assigned) and project lead requirements (as required) indirectly supervising assigned (matrixed) engineering resources responsible for project completion. Responsibilities include planning, assigning, and directing work; appraising the performance of work accomplished to the "homeroom" supervisor as well as providing insight to end-of-year employee assessments to "homeroom" supervisor for matrixed engineers; supporting the hiring process; addressing complaints and resolving problems.May have team leadership responsibilities over employees. Will have mentorship responsibilities over junior employees. Reporting RelationshipThis position will report to the Manager of Project Engineering or Director of Engineering OPC Project.Qualifications Required15 or more years of experience in an engineering capacity.Intermediate level Microsoft Word, Excel, and Outlook experience Read and interpret documents such as general business periodicals, professional journals, technical procedures, or governmental regulations.Effectively present information and respond to questions from senior management and leaders from other department leaders.Apply common sense understanding to carry out instructions furnished in written, verbal, or diagram form.Strong understanding of viewing or useof FORAN or similar software such as AVEVA, NUPAS CADMATIC, Ship Constructor, or similar CAD/CAM softwareSolve practical problems and deal with a variety of variables in situations where only limited standardization exists.Ability to work in a fast-paced environment, display attention to detail, and function as a team player.DesiredStrong experience planning and implementing projects withgroups of up to 20 people or more.Strong understanding of the engineering and design process of Commercial marine vesselsHistory working with typical Regulatory Body Requirements associated with the shipbuilding industry (i.e., ABS, 46 CFR, IEEE, and The US Coast Guard)Strong knowledge of engineering drawing and designing products. Ability to read and interpret engineering products Education RequirementsThe Project Engineer 4 must have as a minimum a B.S. in any Mechanical Engineering or Naval Architecture discipline from an ABET-accredited institution (advanced degree preferred) and at least 6 years of directly applicable Project Engineering or Project Management experience.Knowledge, Skills, Abilities, and Other CharacteristicsBehavioral Attributes: Integrity, flexibility/adaptability, initiative, interpersonal skills, attention to detail, and multi-tasking. Maintain the confidential integrity of details pertaining to Eastern ShipbuildingGroup.Working ConditionsThis position is considered both office and field work which is characterized as follows. Assigned an office space for daily work but is anticipated to conduct ship visits when needed/required.Occasional exposure to airborne dust in the workplaceWhenin the field, working in confined spaces may occur as well as working in high areas.Physical Activity/RequirementsThe physical demands described here include but are not limited to those that must be met by an employee to successfully perform the essential functions of this job.
