GENERAL DESCRIPTION: Perform highly advanced (senior-level) managerial work administering the daily the daily operations and activities of the Web Services and .Net teams in the Information Technology (IT) Division. Work involves establishing goals and objectives; developing policies and procedures; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating program activities. Plan, assign, and supervise the work of others. Work under minimal supervision, with extensive latitude for the use of initiative and independent judgement.

ESSENTIAL DUTIES / RESPONSIBILITIES:

  1. Manage day-to-day activities of the Web Services and .Net Core, Java, and Drupal development teams including current project work and planning for future initiatives using Agile methodologies.

  2. Oversee and/or establish goals and objectives; develop and approve schedules, priorities, and standards for achieving goals; and manage evaluation activities of the Web Services/.Net teams, and Java teams.

  3. Oversee the allocation of resources to achieve timely outcomes and measurable goals; monitor and evaluate the effectiveness and efficiency of staffing levels.

  4. Identify potential project risks and difficulties, and design strategies in a team setting to mitigate or avoid them.

  5. Review complex project deliverables such as project charters, design documentation, test plans, and risk assessment plans and provide comments and suggestions to document owners.

  6. Provide assistance to developers, system analysts, or customers on system applications, software, and hardware and production support.

  7. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

  8. Perform other duties as assigned.

Qualifications

GENERAL QUALIFICATIONS and REQUIREMENTS:

Education – Graduation from an accredited four-year college or university is required. Major or coursework emphasis in business communications, management information systems, or computer sciences is preferred.

Experience – Minimum of three (3) years' experience leading a team using the following: HTML, Drupal, JavaScript, Internet Information Services (IIS), .Net Core, C#, XML, MS Visual Studio, and MS SQL and minimum of three (3) years' experience performing duties in an agile environment. State, local, or federal government agency experience is preferred.

Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.

Licensure and/or Certification – If driving is required, must possess a valid driver license from state of residence.

Critical Organizational Infrastructure requirements – This job may be responsible for conducting research on, working on, or having the ability to access critical organizational infrastructure; must be able to maintain the security and integrity of the infrastructure related to this role. Additionally, and more specifically, must not be employed by nor have any connection or continuous connections to any governmental entity or political apparatus of a country listed in 15 C.F.R. §791.4.

Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures relevant to information technology; and of the principles and practices of public administration and management.

Supervisory/Managerial/Leadership skills – Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals.

Technology – Considerable knowledge of development using Windows operating systems; in developing client-server, production business applications; designing, developing, and implementing web applications, which provide simple to complex business solutions. Thorough knowledge of client server and personal computer equipment, operating procedures and systems. Skill in designing programs and system logic, in coding, testing, and correcting operating errors in computer programs; deploying applications on IIS, and configuring IIS for security and optimal performance, automating builds from development to pro. Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems.

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS' core values: Integrity, Excellence, Accountability, and Teamwork.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Schedule and/or Remote/Telecommuting work and/or Travel – Availability for after-hours and weekend work is (or may be) required. This position may have the ability to telecommute based on the needs of the division/agency.

Current DPS employees who submit applications for posted DPS positions shall notify their immediate supervisor in writing.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
