REPORTS TO: Director, Mining and Environmental

JOB OVERVIEW:

The Environmental Engineer plays a critical role in supporting Clyde Companies' environmental initiatives by ensuring compliance with local, state, and federal environmental regulations. This position focuses on air and water quality management, environmental permitting, and sustainable operational practices across the company's mining operations, concrete batch plants, and hot mix asphalt plants.

KEY RESPONSIBILITIES:

Air Quality:

  • Monitor air quality tracking software to ensure regulatory compliance.

  • Prepare air quality approval orders.

  • Conduct air quality permitting determinations, BACT/RACT analyses.

  • Perform EPA Method 9 Opacity Certification for air quality permits.

  • Prepare emission calculations for industrial sites.

  • Review on-site permits and conduct annual evaluations.

Water Quality:

  • Review water quality plans, such as SWPPP and SPCC Plans.

  • Review on-site permits and conduct annual evaluations.

  • Collect and analyze water quality data, maintaining accurate records.

Waste:

  • Manage site compliance with solid waste and RCRA regulations.

Reporting:

  • Review, submit and track annual environmental reports, including:

  • Air Quality Emission Inventory

  • Air Quality Compliance Certifications

  • Stormwater Discharge Monitoring

  • Toxic Release Inventory (TRI)

  • EPCRA Tier II

Training, Compliance and Coordination:

  • Conduct annual training sessions and create training content.

  • Review compliance testing, such as stack tests, UST and generator performance reports.

  • Facilitate environmental compliance training to on-site personnel.

  • Conduct site visits and inspections to verify compliance with environmental standards.

  • Utilize business processes to aid in environmental compliance tracking.

  • Act a liaison between regulatory agencies and Clyde Companies subsidiaries.

  • Identify opportunities to improve environmental processes and enhance sustainability.

  • Participate in annual site inspections for industry compliance.

  • Oversee property due diligence such as Phase I Environmental Assessments and wetland delineations.

KNOWLEDGE AND SKILLS:

  • Possesses in-depth knowledge of the Clean Air Act (CAA), which mandates the EPA to set National Ambient Air Quality Standards (NAAQS) and regulate emissions from both stationary and mobile sources, along with familiarity with pollutant dispersion modeling principles.

  • Proficient in the Clean Water Act: Establish the framework for regulating discharges of pollutants into U.S. waters and set quality standards for surface waters. Knowledgeable in the National Pollutant Discharge Elimination System (NPDES) permit program, and the development and implementation of Storm Water Pollution Prevention Plans (SWPPP) and Spill Prevention, Control, and Countermeasure (SPCC) plans.

  • Proficient in storm water best management practices and experienced in spill response procedures and secondary containment requirements.

  • Strong understanding of air and water quality regulations, permitting, and compliance standards.

  • Knowledge of environmental regulations within the Intermountain West.

  • Proficiency in environmental modeling tools, and Microsoft Office Suite.

  • Exceptional organizational skills and attention to detail in managing documentation and data.

  • Effective communication and problem-solving skills for collaboration with teams and regulatory agencies.

EDUCATION/EXPERIENCE:

  • Bachelor's degree in Environmental Engineering, Civil Engineering, Geology or a related field.

  • 4-15 years of experience in environmental compliance, permitting, or remediation.

  • Proficient with environmental monitoring technologies, data analysis, and regulatory frameworks.

PHYSICAL REQUIREMENTS:

  • Ability to perform office tasks and manage field inspections.

  • 10% travel required for site assessments and data collection.
