Emergency Manager - Raleigh Water Health & Safety
, a type of Health and Safety Analyst that will lead the department's all-hazards preparedness, response, continuity, cyber resilience, and interagency coordination efforts. This role protects one of North Carolina's largest drinking water and wastewater utilities, serving over 600,000 residents across the Triangle.
The
Emergency Manager
oversees planning, training, exercises, and real-time incident coordination for events ranging from hurricanes and power outages to plant upsets, SCADA disruptions, chemical releases, cyber events, and regional emergencies. This position also serves as Raleigh Water's primary liaison to local, state, and federal agencies, ensuring strong coordination with emergency services, regulatory partners, and critical infrastructure security entities.

About Us:
Raleigh Water (City of Raleigh Public Utilities) provides drinking water, wastewater treatment, reclaimed water, and critical utility services throughout Wake County. We operate two water treatment plants, three wastewater treatment plants, and more than 170 remote facilities.
The Emergency Manager sits in the Performance, Quality & Analytics (PQA) Division and works closely with Water System Operations, Resource Recovery (wastewater), Utility Support, and field operations. Duties and Responsibilities

- Leads development, maintenance, and execution of Raleigh Water's Emergency Operations Plan, Continuity of Operations Plan, hazard-specific annexes, and ICS-compliant procedures
- Coordinates emergency response efforts across treatment plants, pump stations, remote sites, field operations, and administrative divisions
- Conducts and leads vulnerability assessments, hazard analyses, and cyber resilience reviews for critical infrastructure facilities
- Serves as the primary liaison to local, state, and federal partners, including: Wake County EM, NC Emergency Management, SERT, DEQ, DHS, EPA, ISAAC/MS-ISAC, RFD/RPD, and regional mutual aid networks (NCWaterWARN)
- Leads departmental participation in citywide emergency operations, including serving in the City of Raleigh EOC and as a member of the State Emergency Response Team at the NC EOC.
- Develops and facilitates tabletop, functional, and full-scale exercises with internal divisions and external partners
- Manages and active the Department Operations Center (DOC)
- Trains and supports Incident Management Teams (IMTs) to ensure operational ICS proficiency across divisions
- Supports and documents real-time incident coordination, including development of Incident Action Plans (IAPs) and operational period updates
- Conducts after-action reviews and leads improvement planning for incidents and exercises
- Uses hazard and vulnerability information to advise leadership on policy, risk mitigation, and capital improvement planning
Typical Qualifications
Education and Experience:
Bachelor's Degree in Occupational Health and Safety, Industrial Hygiene, Business, Safety Management, or related field, and 1 to 3 years' experience in health and safety inspections, or a related field
OR
Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted
Licensing and Certifications:
- Valid North Carolina Class Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
Preferred Qualifications:
- Bachelor's Degree in Emergency Management, Public Administration, Environmental Science, or related field and 2 to 3 years of emergency management, utility operations, public safety, or relevant experience. Or an equivalent combination of education and experience
- Experience in the following areas:
- Water, wastewater, critical infrastructure, or industrial operations
- Cyber resilience, critical infrastructure protection, or PCII
- Conducting hazard analysis, vulnerability assessments, and operational emergency planning
- Proficiency with ICS/NIMS; experience serving in an EOC or incident command role
- Demonstrated ability to coordinate with multi-agency partners at the city, county, state, or federal level
