Role Overview: We are seeking a dynamic and detail-oriented Project Engineer to work as a Technical Subcontract Manager to spearhead the management of technical subcontractors, ensure project deliverables meet requirements, and oversee key responsibilities like requirements development, supplier research, and risk management. In this role, you will collaborate extensively with customers, stakeholders, engineering teams, and suppliers to deliver mission-critical solutions for complex systems and projects. This role combines technical expertise with project leadership skills in a fast-paced, multidisciplinary environment.
Key Responsibilities: As the Technical Subcontract Manager, you will be responsible for:
Customer Communication, Schedule, and Cost Management:
- Maintain clear and proactive communication with customers, ensuring expectations are met and program objectives are achieved.
- Develop and track subcontractor schedules to ensure timely delivery of technical solutions within compressed project timelines.
- Manage subcontractor costs, implementing strategies to maximize value while staying within budget.
- Provide regular updates on project progress, risks, and cost/schedule milestones to internal teams, customers, and stakeholders.
Develop and Document Requirements:
- Collaborate with engineering teams and stakeholders to understand and define technical requirements for sub-systems and overall project scope.
- Ensure all requirements are clearly documented and adhere to applicable standards, including AS9100, ISO9001, or military specifications.
- Support requirement validation and traceability to subcontractor deliverables throughout the project lifecycle.
- Work closely with engineering teams to validate interface definitions and resolve any discrepancies between sub-system specifications.
Research and Trade Suppliers for Each Sub-System:
- Research and evaluate suppliers for specific sub-systems, prioritizing quality, performance, and cost efficiency.
- Conduct trade studies to compare suppliers, technologies, and solution paths, ensuring alignment with project requirements and mission goals.
Engage potential suppliers and negotiate terms that drive technical excellence while minimizing program risks.
Collaborate with stakeholders and technical teams to explore and evaluate solution paths for sub-systems, balancing feasibility, cost, and timeline constraints.
Develop SSOWs (Statements of Work) and Sub-System Specifications:
- Author detailed SSOWs and sub-system specifications that outline project requirements, technical deliverables, and performance expectations for suppliers.
- Ensure documentation is thorough, clearly defines technical requirements, and aligns with program standards.
Technical Subcontract Management of Suppliers:
- Oversee and manage all technical aspects of subcontractor relationships, holding suppliers accountable for delivering high-quality solutions on time and within budget.
- Collaborate with suppliers on design, prototyping, integration, and testing, ensuring compliance with project specifications and performance metrics.
- Act as the primary technical interface between subcontractors and internal teams, addressing challenges and ensuring alignment with overall program objectives.
Risk Management:
- Identify and mitigate risks throughout subcontractor technical deliverables, schedules, cost, and integration activities.
- Proactively manage time-sensitive challenges and implement contingency plans to minimize disruptions to program timelines.
- Monitor risk tracking tools and provide recommendations for mitigation strategies to stakeholders and customers.
Required Skills:
- Strong background in systems engineering, including requirements management, integration, verification, validation, and technical subcontract management.
- Proven expertise in systems engineering, requirements development, and supplier management for large-scale technical projects.
- Strong background in subcontractor performance management, including overseeing schedules, costs, and deliverables.
- Ability to develop and document requirements, sub-system ICDs, SSOWs, and specifications for suppliers.
- Experience conducting supplier research, trade studies, and solution path evaluations for complex engineering systems.
- Exceptional customer communication and stakeholder collaboration skills, with demonstrated proficiency in presenting technical solutions and addressing concerns.
- Demonstrated success managing subcontractor relationships and leading suppliers to successful delivery of mission-critical components.
- Experienced in performing risk analysis and developing mitigation strategies to ensure project success.
- Proficiency in project tracking tools (e.g., Microsoft Project) and familiarity with earned value management (EVM) principles.
- Strong analytical and problem-solving skills, with the ability to assess technical data and drive informed decision-making.
- Proficiency in collaboration tools like Microsoft Office Suite, Teams, and other communication platforms.
- Ability to synthesize complex technical and program data to identify risks, opportunities, and solutions decisively.
