Minimum Qualifications:

High School Diploma or GED required, supplemented by vocational or technical training (real estate, construction, business or related is preferred) and two (2) year of administrative, fiscal support, including one (1) year of tax assessment administration experience; one (1) year working as a Tax Appraisal Clerk I; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Incumbent must be bondable.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Examination:

The examination will consist of an evaluation of education and experience, accomplished by analysis of the application. Application must document that the applicant possesses the minimum knowledge, skills, education and experience as listed to be rated as qualified. If selected, an official, accredited college transcript is required, at time of employment, for all degrees/course work used to qualify for this position.

Purpose of Classification:

The purpose of this classification is to perform specialized administrative and fiscal support duties in the areas of taxation, accounts payable/receivable, title transactions, and other revenue generating functions for the Tax Assessors office.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Performs specialized data entry in regards to property ownership: updates ownership of properties from source documents that transfer title; inputs a variety of information such as transaction date, sales price, type of sale, deed book and page, deed type, Grantor (previous owner) and Grantee (new owner), and the deed readers initials who worked the deed; records and maintains deed counts and creates spreadsheets for reporting purposes; and makes journal entries and other changes and adjustments in order to correct erroneous information on documents.

Researches, reviews, handles, and coordinates complex tasks, which may include handling land disputes and collection problems, recording ownership of splits and combined property, and updating maps; verifies signatures and information in order to detect fraud and ensure applications and forms meet strict deadlines; analyzes sources document to identify valid deed transfer, presence of appropriate documentation;

Composes, creates, and edits correspondences, applications, claims, forms, permits, appeals, transfers, and specialized reports.

Serves as a customer service representative: answers department phones: assists customers by phone, answering questions and concerns; and provides information and directs to appropriate person as necessary; responds to requests for information and assistance; and initiates problem resolution as needed.

May perform specialized fiscal support duties, such as accounts payable/receivable functions, processing tax and title transactions, reconciling packing slips with invoices, approving invoices, processing bills, deposits, and refunds, and preparing specialized taxation duties and title transactions.

Communicates with supervisor, appraisal staff, taxpayers, property owners, tax representatives, attorneys, other employees, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.

Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.
