Are you a seasoned HR professional with a passion for supporting employees, fostering equity, and navigating complex personnel matters? We are excited to announce a permanent full-time opportunity for a Senior Human Resource Analyst to join our team. In this role, you will serve as a trusted advisor to managers, employees, and union partners across a wide range of human resources functions—from classification and recruitment to labor and employee relations. We're looking for someone who brings deep knowledge of collective bargaining agreements, values diversity and inclusion, and thrives in a dynamic, 24/7 environment. Additional Details:
- This position will receive a 2.5% Cost-of-Living Adjustment (COLA), which is not reflected in the salary listed in this posting. The increase will be effective February 1, 2026, and will be reflected in paychecks beginning March 1, 2026.
- Hybrid Telework: This position is hybrid work, with once a week required in-office days at a facility, field office, and/or Central Office. In-office day requirements may change depending on business needs. Remote work is evaluated periodically to ensure business needs are being met and can be adjusted at any time. Tentative Recruitment Schedule:
NOTE: The first round of interviews are conducted via VidCruiter, an online video interview platform that offers flexibility by allowing you to complete your interview within a given time window. MINIMUM QUALIFICATIONS
A bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; and three years of Human Resource professional-level experience related to the position; OR
Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and four years Human Resource professional-level experience related to the position; OR
Six years Human Resource experience related to the position. Four of the six years must have been at the professional level.
A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.
The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.
Valid certification as a SHRM Certified Professional awarded by a nationally recognized organization substitutes for one year of human resource professional-level experience.
Valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional-level human resources experience.

- Expertise in state processes regarding classification and compensation, including establishments, reclassifications, and analysis'
- Experience conducting investigations regarding workforce management issues and concerns.
- Knowledge related to the State of Oregon Governor's expectations, and assisting managers with ensuring compliance.
- Knowledge and/or experience working through change management and developing efficient processes
- Experience providing recommendations to managers and developing appropriate corrective or disciplinary actions as needed
