Company Summary
The SJRA is a public entity whose mission is to develop, conserve, and protect the water resources of the San Jacinto River basin. Its primary purpose is to implement long-term, regional projects related to water supply and water quality. SJRA delivers raw water to both municipal and industrial consumers and provides water treatment and wastewater services through the ownership, operation, and maintenance of infrastructure including reservoirs, groundwater wells, surface water and wastewater treatment plants, pump stations, lift stations, and miles of open channel and conveyance systems.
Position Summary
The SCADA Specialist - Networking & Communication applies technical expertise to the SCADA networks as it relates to the security of and monitoring, maintenance and installation of new SCADA networks and the associated equipment. This includes the configuration of all network switches, routers, firewalls, servers, radios & antennas, media converters, and SCADA workstations. This position requires an understanding of different modes of communication including wireless(radios), fiber optics, and cellular communications. This job requires an understanding and appreciation of cyber security.
Essential Duties and Responsibilities (Other duties may be assigned.)
- Analyzes, troubleshoots, and maintains SCADA network and communication systems, including monitoring of network, communication, security and traffic; continually makes updates to maintain a robust and secure system.
- Performs equipment diagnostics necessary to determine cause of equipment issues and failure and recommends course of action for resolution and repair or replacements.
- Installs, configures, programs, maintains, and modifies networking appliances, wireless (radio) systems, and fiberoptic systems.
- Assists with the selection of all software, hardware, equipment, materials and supplies, necessary for Department activities by evaluating and providing recommendations, as well as coordinating with Operating Division Managers and Purchasing as appropriate.
- Assists the supervisor in the implementation and maintenance of a preventative maintenance schedule and performing on-the-job and cross-training of other personnel.
- Updates Operating and Maintenance documents for all networking and communications equipment.
- Participates with Operations & Maintenance personnel, consultants, contractors, and Technical Services Department support personnel in the development of the scope, the design, and the construction stages of new networking and communications equipment that are utilized in the SCADA/I&C systems.
- This position is classified as a safety sensitive position. The individual holding this position is subject to random, unannounced drug and alcohol testing.
- This position is classified as secondary essential personnel. The individual holding this position will be required to work as required in (1) preparation for an emergency event and/or (2) during recovery from an emergency event as directed by their direct supervisor, Department/Division Manager, the appropriate Senior Level Manager, or the General Manager.

Requirements
- An Associate's degree from an accredited college or university in Computer Science is preferred.
- At least 5 years of experience in communications, telecommunications, networking & related equipment; computer and network security.
- Equivalent combination of education and experience will be considered.
- CCNA-Cisco Certified Network Associate, CCNA-Routing and Switching, CCNA-Security, and/or CCNA-Wireless certifications preferred.
- A Texas Driver's License with insurable driving record is required.
