Why does the job exist?

The State Health Benefits Bureau (SHB) administers comprehensive benefits for the State of New Mexico employees and Local Public Bodies (LPB).

The SHB Senior Business Operations Analyst will:

Create a process to ensure compliance by maintaining confidentiality and abiding by State laws, federal laws, agency rules and regulations related to SHB administration;

Maintain the SHB administrative guide and plan documents;

Participate in legislative session and carrier plan documents;

Assist the Benefit Analyst III / Wellness Coordinator to ensure wellness communications for supplemental programs are submitted timely;

Serve as one of the benefits records liaisons and the department's safety compliance officer.

How does it get done?

The SHB Senior Business Operations Analyst is responsible for:

Creating clear and concise technical documentation, developing engagement presentation materials and communication materials for the State of New Mexico and Local Public Body (LPB) members;

Creating training materials for New Employee Orientation and Human Resource personnel;

Clerical duties as assigned;

Participating and / or leading regularly scheduled wellness meetings to review and discuss wellness programs and utilization;

Participating in Open Switch Enrollment and 1095C distribution;

Serving as one of the benefit trainers for Human Resources and member trainings, reviews and revisions.

Minimum Qualification

Associate Degree in Business Administration, Public Administration, or Accounting and one (1) year of directly related job experience in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling three (3) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid Driver's License.

Must obtain a Defensive Driving Certificate.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
