Position Duties

The total salary range for Associate Engineering Technician classification is $88, $107,103.36.

The total salary range for Senior Engineer Technician classification is $96, $117,455.52.

These salary ranges include an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates' qualifications and experience.

The DPW is currently recruiting for multiple Associate Engineering Technician and Senior Engineering Technician positions in the Facilities and Transportation and Hydraulic Services (THS) Divisions. However, this recruitment may be used to fill multiple positions in this, or other divisions or departments.   • Development Services (DS) provides permitting services for development projects and reviews plans and issuance of permits for the construction of utility infrastructure and encroachment on City streets. This division is also responsible for program including storm water control, flood hazard zones, geologic hazard zones, grading and erosion control, mapping, street and easement vacation, and special assessment districts, and transportation and traffic analysis.
  • Facilities Management delivers facilities maintenance, repairs, and support services of capital projects across a wide variety of City-owned facilities and infrastructure, including but not limited to Emergency Interim Housing facilities, Libraries, Community Centers, Fire facilities, Police facilities, and other various public facilities.
  • Transportation and Hydraulic Services (THS) is responsible for the design, construction, and master plan of bridges, culverts, streets, sidewalks, storm and sanitary sewers, pump stations, streetlights, landscape and hardscape improvements, traffic signals, and supports construction and engineering, upgrade, and revitalization of the San Jose-Santa Clara Regional Wastewater Facility.

Associate Engineering Technician Class Summary
Under general supervision, performs a variety of sub-professional engineering, architectural and landscape architectural duties for civil, traffic, maintenance and office engineering projects and programs. Performs roadway, building, landscaping and other project drafting, including structural detailing, for final plans. Performs technical planning and research, basic design approach and the layout of a project and its electrical, mechanical and hydraulic provisions. Prepares engineering drawings, contract specifications, and cost estimates. Designs streetlight systems, including preparation of maps, diagrams, plans, contract documents, specifications and cost estimates. Conducts traffic surveys, and prepares findings and recommendations. Assists in supervising the installation and maintenance of traffic control devices. Performs related work as required.

DISTINGUISHING CHARACTERISTICS
This is the journey-level class in the Engineering Technician classification series responsible for performing a variety of sub-professional engineering, architectural, and landscape architectural duties in support of assigned program area. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class differs from Engineering Technician II in that incumbents of the latter class are responsible for providing technical support to assigned engineering operations and/or programs. This class is distinguished from the Senior Engineering Technician that the latter class performs the most complex work assigned to the series, including serving in a lead worker capacity over assigned staff.

Senior Engineering Technician Class Summary
Under direction, performs sub-professional civil and traffic engineering, architectural, landscape architectural and contract duties. Researches and writes engineering specifications and prepares plans and contract documents. Initiates contracts to maintain, repair, renew or make additions to City facilities; administers and inspects work progress. Plans and supervises traffic studies and reviews findings and recommendations; supervises and participates in the design and location of traffic control devices. Supervises a team of lower-level technicians, and schedules jobs according to priority. Performs related work as required.

DISTINGUISHING CHARACTERISTICS
This is the advanced journey-level class in the Engineering Technician classification series responsible for providing technical support to an assigned engineering or contract program area, and for providing lead direction and training to assigned staff. Incumbents regularly work on tasks that are varied and complex, requiring considerable discretion and independent judgment. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver work products. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements. This class differs from the next lower class of Associate Engineering Technician in that incumbents of the latter class are responsible for performing the full range of duties assigned to the series, but do not lead the work of lower-level staff. This class differs from the next higher class of Principal Engineering Technician in that incumbents of the latter class are responsible for supervising the staff and operations of a work unit.

Key Responsibilities
(Dependent upon the position/discipline for which they may be selected.)

  • Provide engineering support to project teams and managers.
  • Perform technical planning and research, basic design approach, and the layout of assigned projects including civil, electrical mechanical, and hydraulic provisions.
  • Perform sub-professional engineering, architectural, and landscape architectural studies of moderate difficulty for projects.
  • Operate and utilize a variety of specialized software programs relevant to work performed.
  • Prepare graphical documents for reports and presentations.
  • Organize, acquire, and maintain office records and file information.
  • Perform yard management tasks including but not limited to, badge programming, managing yard security and security vendor, monitoring CSY campus for parking/traffic issues, yard use violations, sending out yard notifications, manage KERI system (open/close automatic gates and building door locks), manage storm water procedures for CSY, aid Senior Engineering Tech.
  • Performs a variety of project and office support technical tasks such as scheduling work requests, routing test reports, and providing assistance to field inspection staff; prepares graphical documents for reports and presentations; coordinates and attends project meetings; responds to citizens requests and issues on project related activities; prepares and distributes plans and specifications to utilities, construction industry publications and other interested parties; compiles information to be used in Requests for Proposals and processes contractual documents.
  • As assigned, manages security cyber key program for assigned facility; creates and updates access locations and generates access reports.
  • Through internal or contracted resources, coordinates the completion of work order assignments dealing with major building or equipment maintenance services including, but not limited: installation and repair of mechanical and process related equipment; building re-models, carpentry, electrical, and plumbing services; creates and processes work orders; monitors testing processes; manages contracts to ensure project specifications are met and contractors are following scope of work and affirms work has been completed in a satisfactory manner.
  • Operates and utilizes a variety of specialized software programs relevant to work performed; stores electronic data; generates reports and drawings.

Minimum Qualifications
ASSOCIATE ENGINEERING TECHNICIAN

Education
: Completion of high school, or equivalent (General Education Development [GED] Test or California Proficiency Certificate).

Experience
: Four (4) years of increasingly responsible sub-professional engineering/technical support experience of which two (2) years of experience includes performing materials sampling and testing, drafting and developing plans and specifications, construction or infrastructure inspections, traffic engineering, or field surveying.

Acceptable Substitutions:
Successful completion of two (2) academic years or sixty (60) semester units of college level engineering technology courses or related field from an accredited college or university may be substituted for the two (2) of four (4) years of sub-professional engineering/technical support experience.? There will be no substitute for the two (2) years of experience performing materials sampling and testing, drafting and developing plans and specifications, construction or infrastructure inspections, traffic engineering, or field surveying.

Required Licensing
: Possession of a valid State of California driver's license.

SENIOR ENGINEERING TECHNICIAN

Education
: Completion of high school, or equivalent (General Education Development [GED] Test or California Proficiency Certificate).

Experience
: Six (6) years of increasingly responsible sub-professional engineering/technical support experience, of which two (2) years of experience includes preparing engineering drawings, contract specifications, and cost estimates; drafting and structural detailing for final plans; construction or infrastructure inspection; or field surveying.

Acceptable Substitutions
: Successful completion of two (2) academic years or sixty (60) semester units of college level engineering technology courses or related field from an accredited college or university may be substituted for the remaining two (2) of four (4) years of sub-professional engineering/technical support experience. There will be no substitution for the two (2) years of experience preparing engineering drawings, contract specifications, and cost estimates; drafting and structural detailing for final plans; construction or infrastructure inspection; or field surveying.

Required Licensing
: Possession of a valid State of California driver's license.
