The Position
In June 2025, the County's Board of Supervisors voted unanimously to reestablish a countywide human trafficking prevention pilot program in the District Attorney's Office. The pilot program is an investment in technology and expertise to provide education and outreach, protect victims, prevent exploitation, identify traffickers, and bring perpetrators to justice.

Working under the direction of and closely with the Director of Interjurisdictional Operations, the Human Trafficking Prevention Analyst (Prevention Analyst) will help conduct research and track and collect data regarding human trafficking crime activity, as well as targeted prevention efforts, to guide the county's efforts to combat human trafficking and support the victim/survivors.

The Prevention Analyst will work closely with partner agencies – including community-based organizations, law enforcement agencies, agencies providing victim services, local cities, and school districts to track the scope of human trafficking in San Mateo County. In addition, the Prevention Analyst may attend daytime and evening meetings with community-based and other organizations, representing the Director of Interjurisdictional Operations.

Using the research findings and the collected data, the Prevention Analyst will draft high-level reports to inform policymakers, including the Board of Supervisors, of the progress of the human trafficking prevention initiative.

Expertise in research and data extraction, management, and reporting are essential to success in this position. Additionally, strong verbal and written communication skills are required to prepare analyses, reports, and presentations. Versatility and flexibility will also be important in this position.

Examples Of Duties
Duties include, but are not limited to, the following:

  • Conduct independent research.
  • Collect, aggregate, and analyze data.
  • Create representational (dashboards, graphs, charts, etc.) and written reports based on research and collected data.
  • Collaborate with law enforcement, community-based organizations, local jurisdictions, school districts, and county departments.
  • Represent the office at community-based meetings, which might be held during the day or during the evening.
  • Demonstrate political astuteness and comportment as a representative of the District Attorney's Office and the County of San Mateo.
  • Work on special projects as assigned by the Director of Interjurisdictional Operations.

Depending on the selected candidate, this position could be filled at the Management Analyst level or the Associate Management Analyst level.

  • Associate Management Analyst is the first level classification in the Management Analyst series. Initially under close supervision, incumbents with basic professional administrative education and/or experience perform analytical and technical work. The impact of decisions is moderate, and the work is typically one of interpreting, explaining, or gathering information. The annual salary range for an Associate Management Analyst is: $104,811 – $130,998.
  • Management Analyst isthe fully experienced level classification in the Management Analyst series. Incumbents support the work of departmental management staff by conducting day-to-day administrative support activities and acting as a professional-level resource for organizational, managerial, and operational analyses and studies. The work has technical and programmatic aspects requiring the interpretation and application of policies, procedures, and regulations. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. The annual salary range for a Management Analyst is: $121,264 – $151,611.

Limited Term Position
Funding for this pilot program has been approved through December 2026, so this position is being filled as a
Limited-Term
position.Limited-term positions are full-time, fully benefited, temporary positions. Limited Term employees receive medical and dental benefits, like regular employees, and a defined contribution retirement plan (401-A). Depending on need, the position could become a regular position, but there is no guarantee of this.

Work-Out-of-Class Opportunity for County Employees
For current and regular County of San Mateo employees, this position could be a work-out-of-class or a development opportunity. Employees who are interested in this assignment must submit application materials and compete in the selection process.

If you are successful in the selection process and are being considered for the assignment, HR will work directly with you and/or your department for an effective transition into the position. You would remain as a permanent employee, just in a different assignment. At the end of the assignment, you will return to your original position.

If offered the opportunity, there is no guarantee you will be allowed by your department to rotate into the assignment nor is your department obligated to allow you to take on the assignment. The business needs of your department will determine if you are able to be reassigned to this temporary position.

Qualifications
Education and Experience:
Any combination of education, training, and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

  • Equivalent to graduation from an accredited four-year college or university with major coursework in criminal justice, data analytics, computer science, social work, psychology, public administration, or business administration, or a related field. At least one year of professional administrative experience is typically required at the Associate Management Analyst level, and at least three years for the Management Analyst level.

Experience With Data Analytics Is Required.
Because of the sensitive and difficult information this position will encounter previous experience or education in criminal justice, social work, social services, and/or psychology might be helpful.

Candidates who pass the application screening will be invited to a panel interview (weight: 100%), which may include the evaluation of a brief writing exercise given immediately preceding the interview.

Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination.All examinations will be given in San Mateo County, California and applicants must participate at their own expense. Interviews may be conducted virtually using MS Teams.
