This position offers a hybridized work schedule. The position will be headquartered at and required to work from the Hill Farms State Office Building, 4822 Madison Yards Way, Madison, WI at least 2-3 days per week. All employees working a hybrid work schedule are generally expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.
The Higher Educational Aids Board (HEAB) is responsible for the management and oversight of the state's student financial aid system for Wisconsin residents attending institutions of higher education. HEAB administers programs of student financial aid, including grant, scholarship and loan programs, tuition reciprocity agreements and tuition capitation contracts. Position SummaryThis position serves as the business area project lead responsible for driving the planning and vision for all IT services within the Higher Educational Aids Board (HEAB). This position aims to improve quality, effectiveness, and efficiency of IT services with each project and initiative. The position acts as the liaison between the Grant Specialists, IT support staff, and HEAB customers to gather requirements, understand their needs, and shape them into specifications and communications to improve services or implement new initiatives. The work performed impacts statewide operations for HEAB, ensuring that financial aid funds are provided to the students of Wisconsin. This position will also ensure that HEAB is provided with the reporting data to manage and administer all grant and loan programs.
Salary InformationThis position is in schedule-range with an annual salary of $66,560-$83,200, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

QualificationsMinimally qualified applicant must meet all the following:
- Experience and/or training developing reports in a financial system such as PeopleSoft or comparable.
- Experience and/or training using advanced Microsoft Excel or Access features (e.g., pivot tables, charts, database connections, complex/nested formulas, etc.).
In addition to all the above, well-qualified applicants must meet one or more of the following:
- Experience coordinating or liaising across technical and non-technical business partners.
- Experience performing system analysis, design, development, or testing for a financial system or comparable.
