GENERAL DESCRIPTIONUnder the general direction of the City Engineer and/or the Division Manager - Engineering, to provide complex and professional engineering duties in the management, planning, programming, design, coordination, and direction of Traffic/Transportation projects; develops City-wide strategies and programs for traffic infrastructure maintenance and improvements, including pavement markings, signage, street lighting, traffic signals, and ITS. Requires contact with governmental officials, private entities, and the public.SUPERVISION EXERCISEDThis position may exercise technical and functional supervision over engineering staff.IMPORTANT AND ESSENTIAL DUTIESServes as a liaison between the City and agencies such as the Federal Highway Administration (FHWA), National Highway Traffic Safety Administration (NHTSA), Federal Transit Administration (FTA), Texas Department of Transportation (TxDOT), and other City divisions regarding traffic operations, construction, and safety initiatives.Prepares plans and specifications for new or modified traffic signals, channelization, street lighting, and other traffic system projects. Reviews, signs, and seals City plans and revisions. Oversees and participates in the inspection of traffic system improvements. Coordinates Traffic Services projects with external agencies such as TxDOT and County Commissioners.Manages traffic-related contracts, construction schedules, and project progress, including the installation, removal, replacement, or modification of traffic signals, signs, pavement markings, protective structures, streetlights, and related transportation facilities.Oversees and prepares traffic engineering studies and warranting of traffic signals and speed zones, including preparing reports and recommendations.Works with and advises developers on traffic impacts, reviewing subdivision plats, site plans, and zoning requests for traffic considerations.Provides professional traffic engineering expertise and technical support to other City divisions and government agencies. Represents the division before City Council, the Metropolitan Planning Organization (MPO), City Management, the public, and other governmental officials.Serves as a City representative on boards and committees, including (but not limited to) the Metropolitan Planning Organization Technical Advisory Committee and the Development Review Committee.Analyzes traffic accident reports and makes recommendations for improvements, using data and evidence regarding traffic accidents on City streets.Operates a motor vehicle safely to conduct field inspections, site observations, and data collection activities.OTHER JOB RELATED DUTIESPerform other job-related duties and responsibilities as assigned.KNOWLEDGE, SKILLS, AND ABILITIESKnowledge of:Principles, practices, and theory of civil, traffic, and transportation engineering and design.Federal, state, and local traffic laws and regulations, including (but not limited to) the Americans with Disabilities Act (ADA) standards, the Manual on Uniform Traffic Control Devices (MUTCD), and the American Association of State Highway and Transportation Officials (AASHTO) design standards.Methods and requirements for traffic and transportation system design, planning, and project preparation.Techniques for analyzing complex technical, operational, and management problems to develop, recommend, and implement effective solutions.Principles and methods of traffic and transportation engineering studies, including data collection, analysis, and interpretation.Skill to:Communicate complex ideas and information clearly, concisely, and effectively.Interpret and apply technical standards and procedures, federal and state rules and regulations, and City policies and procedures.Analyze problems and develop effective, practical alternatives for their solutions.Independently plan, perform, and coordinate advanced-level professional and technical traffic engineering studies and field surveys.Check designs, details, estimates, plans, and specifications of engineering projects for accuracy and compliance with standards.Work independently and effectively in the absence of supervision.Operate a motor vehicle safely.Ability to:Interpret and apply pertinent Federal, State, and local laws, codes, and regulations.Coordinate engineering activities with activities of other divisions and outside organizations.Communicate clearly and concisely, both orally and in writing.Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.Follow and embrace the City of Abilene Core Values – Respect, Integrity, Service Above Self, and Excellence in All We Do.Perform as a team member in a manner that accomplishes the Division's mission and treats team members with dignity, courtesy, and respect.Experience and Training Guidelines:For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying. Knowledge, skills, and abilities may be obtained through:Experience:Four (4) years of professional or technical engineering experience, sufficient to qualify for registration as a Professional Engineer (P.E.) in the State of Texas, including experience in traffic design or a closely related field, is required.Three (3) years of supervisory or managerial experience is highly preferred. Experience as a project leader or lead worker may substitute for direct supervisory or managerial experience.Education/Training:Bachelor's degree in an engineering field from a college or university accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET), with major coursework in civil engineering or a closely related field, is required.Work Zone Traffic Control/Qualified Flagger, and Synchro traffic simulation, or equivalent training to be obtained within six (6) months of employment, is required.The following Texas Department of Transportation (TxDOT) or equivalent training is preferred:Plans, Specifications, and Estimate PackageIntro to Roadway DesignIntro to Construction Contract ManagementDesign Concepts from AASHTORoadside Safety and Design ConceptsHighway Capacity AnalysisLicense or Certificate:A valid Texas Driver's License; the ability to acquire a Texas Driver's License within ninety (90) days of employment, or an appropriate military waiver is required.Registration as a licensed Professional Engineer (P.E.) in the State of Texas, or possession of an Engineer-in-Training (E.I.T.)
