Description

The California Cybersecurity Integration Center (Cal-CSIC) Commander is a senior executive leader within Cal OES's Homeland Security Division. This position holds statewide responsibility for overseeing the operations of Cal-CSIC, California's multi-agency hub for cybersecurity coordination, incident response, and threat intelligence sharing.

Strategic Leadership

  • Leads the development and implementation of statewide cybersecurity policies, strategies, and programs to enhance California's cyber resilience and incident response capabilities.
  • Defines the organizational structure and operational mission of Cal-CSIC to ensure alignment with state and federal cybersecurity initiatives and emergency response frameworks.
  • Collaborates closely with the Deputy Director for Homeland Security and other senior leaders to integrate cybersecurity efforts across government and private sectors.

Operational Management

  • Directs Cal-CSIC teams in executing cyber threat detection, incident response, intelligence analysis, and information sharing across local, state, tribal, federal, and private sector partners.
  • Oversees the resolution of operational and policy challenges across jurisdictions to maintain seamless coordination of cybersecurity activities statewide.
  • Works with the State Threat Assessment Center (STAC) Commander to deploy advanced technologies for cyber threat intelligence processing and automated sharing.

Cybersecurity Response Leadership

  • Serves as the state's principal liaison for cybersecurity incident coordination, supporting public safety entities, utilities, academic institutions, law enforcement, and private sector stakeholders.
  • Represents Cal-CSIC in high-level interagency forums, advancing California's cybersecurity posture and response strategies.
  • Ensures ongoing situational awareness and directs priority actions to reduce the impact of cyber threats to critical infrastructure and state systems.

Executive Responsibilities

  • Assumes leadership continuity responsibility in the absence of the Deputy Director, maintaining division operations during critical and sensitive situations.
  • Demonstrates strong judgement, adaptability, and communication skills in complex and dynamic cybersecurity environments.
