Responsible for performing supervisory and administrative work in managing a large fleet of automotive, construction and turf equipment for the County. Coordinates vehicle maintenance and repair, ensures an adequate, on-hand inventory of automotive parts and supplies, and assigns vehicles and related equipment. Forecasts replacement needs; administers the budget and forecasts budgetary needs for other departments and outside customers; performs cost analyses of various repair procedures as well as performing certain work in-house versus contracting the work. Responsible for various administrative functions including registering automobiles with the state and maintaining County fixed assets and surplus equipment records. Oversees operations of the County's fuel sites. Responsible for providing exceptional customer service to internal and external customers.
Coordinates and directs the activities of the Fleet Services Division; monitors work and ensures safety and quality standards are maintained; establishes maintenance priorities and policies; establishes and updates safety procedures; monitors inventory controls; establishes guidelines pertaining to parts costs, specifications, inventory level and storage; reviews and updates preferred vendors lists; implements risk management programs; coordinates facility repairs; provides exceptional customer service; develops budget and monitors budget expenditures.
Reviews and makes recommendations regarding vehicle and equipment allocations, replacements, purchases, and retirements. Prepares new vehicle and motorized equipment specifications; coordinates invitation for bids; receives and processes all new vehicles, trailers and motorized equipment; maintains vehicle titles and related documentation
Receives and responds to requests for information concerning fleet operations and maintenance services.
Provides service to outside agencies; makes fleet related recommendations on service and vehicle/equipment replacement.
Establishes contractual relationships with vendors performing sublet work for the County. Evaluates outsource versus in-house repair options.
Establishes fuel management program ensuring adequate quantities of fuel and adequate fuel quality. Oversees VA DEQ compliance information and testing and facility maintenance as it pertains to fueling sites. Forecasts Capital Improvement Program projects to update fuel facilities including bulk tanks, dispensers, fuel management software and hardware, and leak detection software and hardware.
Arranges for auction services to dispose of County assets.
Acts as liaison for all financial transactions concerning fleet operations. Assists with insurance matters. Investigates accidents involving County property and coordinates vehicle repairs with Virginia Municipal League.
Provides essential fleet and administrative support for emergency responses. Compiles and maintains FEMA codes and reimbursement rates for County equipment used in recovery efforts.
Identifies fleet operating costs and recommends user fee rates; manages the fleet operations and maintenance budget; prepares monthly billings for user fee charges and provides users with updated cost data.
Coordinates vehicle requirements with potential users. Conducts studies, analyzes results and implements programs related to all aspects of fleet operations, vehicle utilization, costing, replacement criteria and acquisition/disposal strategies.
Conducts regular staff meetings; supervises and trains assigned staff; evaluates performance, and counsels if necessary.
Minimum QualificationsBachelor's degree in business, accounting, finance or public administration or transportation/logistics management, or a related field, and 6 to 9 years of experience with maintenance systems and fleet management; or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities.
This job is contingent upon successful completion of pre-employment checks to include background checks and DMV Records checks.
Possession of a valid driver's license issued by the Commonwealth of Virginia.

Physical DemandsMust be physically able to operate a variety of equipment and machinery including a computer, tank monitor, and a motor vehicle. Most of the work is done while sitting at a desk or in front of a computer.
