Nature of Work

The Transportation Realty Manager will report to the District Right of Way Office. Performs complex administrative and managerial duties as a manager for a district or in the Right-of-Way division in the Department of Transportation. The manager develops new methods, policies, and procedures in accordance with agency objectives and organizational needs. This position involves assessment and analysis of unusual or unconventional methods, sometimes involving conflicting data or unusual circumstances. Manger directs the work of advanced level professional staff, as well as other technical and/or administrative staff. This includes oversight of employee training, input into establishing and adhering to a budget, complex project management, responsibility for attaining objectives and meeting deadlines, and responsibility to assign work to senior level employees in order to accomplish objectives. This position may require occasional travel. Performs other related duties as required.

Typical Duties and Responsibilities
  • Prepares procedural directives necessary to provide guidance.
  • Assists in the development and execution of procedures necessary to the accomplishment of the activities of the division.
  • Acts in place of the Director in his/her absence.
  • Assigns specific tasks to subordinates.
  • Coordinates general transportation realty activities with representatives of other divisions within the Division of Highways and when appropriate with representatives of other agencies of government.
  • May instruct in courses designed to increase the level of competency of employees of the Department of Transportation.
  • Assessment of program effectiveness or investigating or analyzing a variety of unusual conditions, problems, or questions.
  • The personal contacts are with individuals or groups from outside the employing agency in a moderately unstructured setting.
  • Travel may be required; therefore, a valid driver's license is required.
Skills and Knowledge
  • Knowledge of real property appraisal, real property rights acquisition, relocation assistance, property management, and right-of-way engineering and surveying theories and techniques.
  • Knowledge of State and Federal laws, rules and regulations as applied to real estate/right-of-way activities of the Department of Transportation.
  • Ability to prepare procedural guidelines for use in the field.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to supervise personnel.
Minimum Requirements

REQUIRED TRAINING/EDUCATION

  • Bachelor's degree from a regionally accredited college or university.
  • Substitution: Experience, as described, below may be substituted for the required training/education through an established formula.

AND

  • Applicants must have completed the Division of Highways course "Appraisal Principles" or one appraisal course recognized by the Appraisal Institute or the National Society of Real Estate Appraisers.

REQUIRED EXPERIENCE

  • Seven (7) years of full-time or equivalent part-time paid experience in appraisal or appraisal review, negotiations, real estate management or real estate sales, relocation, other right-of-way experience, construction, surveying, or business operations.
  • Substitution: Successful completion of graduate coursework from a regionally accredited college or university may substitute for up to two (2) years of the required experience through an established formula

  • Promotion Only: Five (5) year experience as a Transportation Realty Agent classification series.
