USR - HSE Specialist, US Well Servicing

Job Summary

The Health, Safety, and Environmental (HSE) Specialist, is a dedicated professional responsible for ensuring that an organization's operations comply with all relevant health, safety, and environmental regulations and internal policies. This role involves proactive identification, assessment, and mitigation of risks to prevent accidents, injuries, and environmental damage, fostering a safe and sustainable workplace culture. But also responsible for supporting and verifying the implementation of the company's HSE management system, policies, and procedures at field locations. This role champions a proactive safety culture, drives compliance, and provides technical guidance to field personnel. The HSE Specialist is expected to demonstrate visible leadership, facilitate risk management, and foster continual improvement in safety performance, consistent with leading well-servicing contractors.

Must lead by example, influence others to achieve desired outcomes, able to recognize when compromised/negotiated solutions are appropriate, and demonstrate integrity, sound judgement, and decision-making consistency.

Pay Range

$ 100, $ 115,000.00 per annum plus bonus

Internal Relationships

Stakeholder Relations

A successful HSE Specialist must be able to establish relationships and to foster collaboration and trust among all stakeholders such as Field Operations management (Rig Manager, Superintendents, rig crew personnel, shared services (Training, HR, etc.), and senior business management.

External Relationships

Customer Relations

  • Develop and maintain professional relationships with clients and stakeholders to ensure clear communication and issue resolution.
  • Escalate customer-related issues or grievances to HSE Management as required.

Essential Functions

Safety Leadership & Culture

  • Champion and model Ensign's Coach Assist and Assure Process (EnCAAP) which promotes a risk and mitigation-based approach to HSE management
  • Promote the utilization of company policies, standards, and industry best practices.
  • Lead initiatives to promote visible and proactive management commitment and employee engagement in HSE activities.
  • Support and facilitate onboarding, pre-tour, pre-job, and weekly safety meetings; participate in hazardous operations as an HSE observer.

Compliance & Auditing

  • Conduct regular HSE inspections, audits, and compliance assessments at rig sites, track findings to closure.
  • Ensure compliance with all company, client specific, and regulatory HSE requirements.
  • Maintain accurate daily records of rig visits, inspections, and activities.
  • Participate in job-planning activities utilizing applicable components of EnCAAP.

Incident Management & Case Handling

  • Assist with incident management, investigations, and corrective action processes.
  • Support case management for work-related injuries or illnesses, coordinating with field management, workers compensation, and medical services.

Reporting & Data Management

  • Ensure compliance with systems for collecting, analyzing, and reporting HSE performance data (incident reports, audit actions, metrics).
  • Prepare comprehensive daily and monthly reports highlighting incidents, near misses, hazards, trends, and opportunities for improvement.

Training and Coaching

  • Provide HSE support, coaching, and training at all levels, including short-service employees.
  • Assist training department with training implementation and completion.
  • Mentor and coach field personnel to reinforce safe behaviors and practices.

Other Accountabilities

Administrative:

Consistently and actively comply with all Ensign policies and procedures such as:

  • Business Ethics – Understands fully Ensign's ethics policy and its application in all business dealings including contractual agreements and contract negotiations
  • Business Policies – Understands and agrees to follow all of Ensign's Policy and Directives and procedures as set forth in the Ensign Company Policy and Basic Directives Handbook for Employees
  • Drug-free workplace – Conforms to a drug-free workplace, not be under the influence of mind-altering prescription or non-prescription drugs, including alcohol and other drugs of abuse.
  • Other Duties:
    • Travel as needed to support field operations and organizational priorities.
    • Perform other delegated responsibilities as instructed by line management.

Technical Competencies

  • Knowledge of Safety Regulations (local, national, and industry-specific) to ensure full compliance with safety standards.
  • Technical proficiency in HSE auditing, incident investigation, and documentation.
  • Strong analytical, critical thinking, and problem-solving skills.
  • Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).

  • Crisis Management and the ability to stay calm under pressure.
  • Excellent communication skills (written and verbal); public speaking and presentation ability.

  • Willingness and ability to travel as required.
  • Confidence to intervene and apply stop-work authority to any personnel, including management and client representatives.

Minimum Education and Experience

  • High school diploma or General Equivalency Diploma (GED) required.
  • 3–5 years' HSE experience with a well servicing contractor (onshore preferred).

Qualifications

  • Strong commitment to continuous improvement is Required.
  • Certificate IV or higher in Occupational Health and Safety Optimal but not required
  • Experience in well servicing operations within Oil and Gas a Plus but not required
  • Deep knowledge of HSE legislation Ideal but not required
