Alcohol and Drug Counselor Supervisor – Duluth Bethel Substance Use Disorders Services

Reports to: Program Director

Status: Full Time - Exempt

Purpose: Provide supervision of all Duluth Bethel Residential and Outpatient co-occurring substance use disorders services in accordance with all Rules, Statutes, and Provisions as stipulated under the Minnesota Department of Human Services Statute 245G, Licensing and Duluth Bethel Policies and Procedures.

Essential Functions

  • Supervise facilitation of primary treatment groups and one-to-ones consistent with the Duluth Bethel's substance use services.
  • Supervise all intake, admission, and discharge processes and paperwork. Oversee all comprehensive assessments and summaries, all of the preliminary and primary treatment plans, weekly treatment plan reviews, assist with coordination of referrals, and monthly billing.
  • Seek alternative treatment funding sources to maintain clients engagement in treatment and incorporate community resources in treatment planning for client support and needs.
  • Audit files and records, charts, other date, spreadsheets, letters, reports, correspondence, and ensure 245G requirements are met.
  • Review and update program curriculums while communicating with the Program Director.
  • Pursue personal professional training and skills development and practice with respect to all codes of conduct and ethical boundaries.
  • Support duties for other team members, on call duties as assigned, special projects as assigned, or work in other departments as needed.
  • Model good communications with the treatment team and stakeholders and maintain positive public relations.
  • Coordinate, mentor, and supervise intern programs with the local Universities.

Other Requirements

  • Must be 18 years of age or older.
  • Must be free of problematic substance use for at least two years immediately preceding hiring and must sign a statement testifying to that fact.

  • Must meet the following requirements of 245G.11 subd. 5:

  • An alcohol and drug counselor must either be licensed or exempt from licensure under chapter 148F.
  • An individual who is exempt from licensure under chapter 148F, must meet one of the following additional requirements:

  • completion of at least a baccalaureate degree with a major or concentration in social work, nursing, sociology, human services, or psychology, or licensure as a registered nurse; successful completion of a minimum of 120 hours of classroom instruction in which each of the core functions listed in chapter 148F is covered; and successful completion of 440 hours of supervised experience as an alcohol and drug counselor, either as a student or a staff member;

  • completion of at least 270 hours of drug counselor training in which each of the core functions listed in chapter 148F is covered, and successful completion of 880 hours of supervised experience as an alcohol and drug counselor, either as a student or as a staff member;
  • current certification as an alcohol and drug counselor or alcohol and drug counselor reciprocal, through the evaluation process established by the International Certification and Reciprocity Consortium Alcohol and Other Drug Abuse, Inc.;
  • completion of a bachelor's degree including 480 hours of alcohol and drug counseling education from an accredited school or educational program and 880 hours of alcohol and drug counseling practicum; or
  • employment in a program formerly licensed under Minnesota Rules, parts 5000 to , and successful completion of 6,000 hours of supervised work experience in a licensed program as an alcohol and drug counselor prior to January 1, 2005.

  • An alcohol and drug counselor may not provide a treatment service that requires professional licensure unless the individual possesses the necessary license. For the purposes of enforcing this section, the commissioner has the authority to monitor a service provider's compliance with the relevant standards of the service provider's profession and may issue licensing actions against the license holder according to sections 05, 245A.06, and 245A.07, based on the commissioner's determination of noncompliance.

  • Must have three or more years of experience providing individual and group counseling to individuals with substance use disorder.
  • Must know and understand the implications of 245G and sections 245A.65, , and and chapter 260E.
  • Must be able to clear a criminal background study.
  • Must possess good interpersonal communication skills, both oral and written, positive telephone etiquette, and the ability to handle difficult people.
  • Must be knowledgeable in AA Twelve Step Philosophy-Reality Therapy.
  • Must be able to operate office computers, word processors, databases, spreadsheets, fax machines, copiers, and other basic office equipment.
  • Must have a high degree of honesty, integrity, empathy, and the ability to establish and maintain professional boundaries, respect confidentiality, and act as a role model for others.
  • Must be able to work a flexible schedule and be willing to work outside of scheduled hours if necessary.
