The Fire Engineer performs responsible fire suppression and incident response activities including operating fire apparatus and participating in firefighting; and may act in the absence of the Captain. An employee in this class participates in the operations of fire suppression and incident response personnel and operations at the fire station. The employee participates in incident response, including emergency medical service, driving and operation of fire apparatus, firefighting, technical rescue, hazardous materials response and mitigation, and equipment and facilities maintenance. The employee also participates in incidence response and fire suppression training. Work requires that the employee stay abreast of state-of-the-art fire suppression and rescue procedures, techniques, and equipment and requires the employee to incorporate the necessary changes into in-service training. Work is performed under regular supervision and is evaluated through observation, conferences, and written reports concerning the quality and effectiveness of work completed.
Essential Job Functions- Responds to alarms and participates in incidence response including firefighting operations, driving and operation of fire apparatus including pumpers, aerial apparatus and other equipment as required; responds and participates in remediation activities of chemical spills, hazardous materials, and other related incidents; responds to emergency medical incidents and provides EMT Basic services; responds and provides technical rescue services.
- Drives apparatus to incident scene; properly places apparatus to establish water supply or other needs; insures proper operation and pressure of hoses; issues equipment and monitors radio traffic for necessary response; returns fire apparatus and related equipment to service after incident response.
- Inspects station and equipment for proper appearance and condition.
- Performs maintenance and cleaning of fire apparatus, equipment, station building, hydrants, hose lines, and related facilities, equipment and supplies.
- Assists with the preparation fire reports; participates in special projects as required.
- Participates in in-service training programs.
- Participates in fire prevention and public education programming, and pre-incident surveys.
- Participates in mechanical maintenance and repair of apparatus and other equipment.
- Performs special assignments or projects requiring the leadership or coordination of others such as SCBA maintenance and repair, radio equipment maintenance and repair; building maintenance, hydrant maintenance, hose line testing and maintenance, etc.
- Participates in preparation and maintenance of records and incident reports.
- Acts in the absence of the Captain to lead the shift at an assigned station.
- Performs other related duties as assigned.
Education and Experience:
Requires a high school diploma or equivalent and three (3) years of related experience in fire service supplemented by completion of courses and seminars in fire service, or equivalent combination of education and experience.
Licenses or Certifications:
- Possession of a valid Class B North Carolina or Virginia CDL driver's license.
- Possession of NC Firefighter II and Driver/Operator/Pumps and Aerial certification.
- Possession of NC Emergency Vehicle Driver certification.
- Possession of North Carolina EMT Basic certification.
- Possession of NC Hazardous Materials Level I certification.
- Possession of NIMS 100, 200, 700 and 800.
Special Requirements:
Must be able to work extended hours and shift work.
Knowledge, Skills and Abilities:
- Knowledge of local government operations, policies and plans, and modern office practices and procedures.
- Knowledge of Microsoft Word, Excel, PowerPoint, and other similar programs.
- Knowledge of firefighting techniques, procedures, and principles.
- Knowledge of the use and operation of emergency equipment and apparatus used by the department including pumpers and aerial apparatus.
- Knowledge of incident response including response to hazardous materials spills, technical rescue, and emergency medical service calls.
- Knowledge of departmental rules and regulations.
- Knowledge of the application of information technology to the work.
- Knowledge of fire prevention and education programming, and pre-incident planning.
- Knowledge of service area streets and layout.
- Knowledge of leadership and supervisory principles and practices.
- Skill in teamwork and collaborative conflict resolution.
- Ability to operate all department equipment and apparatus.
- Ability to maintain effective working relationships with employees, volunteers, officials, and members of the public.
- Ability to make sound judgments in emergency situations.
- Ability to prepare and maintain records of work activities.
- Ability to meet and deal with employees and the public in an effective and courteous manner.
- Ability to get along with others, and work effectively with the public and co-workers.

- Ability to make effective decisions under pressure is required in all aspects of work, particularly in operating apparatus during fire response.
PHYSICAL DEMANDS
The work is heavy work which requires work exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects, including the human body. Tasks may require the following abilities: climbing, balancing, stooping, kneeling, crouching, crawling, reaching, pushing, pulling, lifting, grasping, feeling, talking, and hearing. Requires mental acuity including the ability to make rational decisions through sound logic and deductive processes, the ability to express ideas by means of the spoken word and have the visual acuity to size up the color, volume, and extent of fire involvement at fire scenes, to operate heavy fire apparatus in emergency situations, and to prepare records and reports.
WORK ENVIRONMENT
Work is performed in indoor and outdoor environments. The employee is subject to the hazards associated with incidence response work including working in inside and outside environments, in extreme hot and cold temperatures, loud noise, vibration, moving parts, high heat, chemicals, fumes, odors, dusts, gases, poor ventilation, oils, wearing respirators, and working in close quarters. The employee is also subject to the final OSHA standards on blood borne pathogens.
