Position Title: Manager of Transit Operations Dept./Division: Operations

Reports to: Director of Operations/Asst. Director Operations FLSA Status: Exempt

Safety Sensitive Position: Yes

JOB SUMMARY:

The Manager of Transit Operations manages the daily work assignments and coordination of the assignments and scheduling of operations supervisors. The Ops manager also manages the daily functions of dispatch.

EDUCATION/EXPERIENCE REQUIREMENTS:

  • Minimum of a Bachelor's degree or any equivalent combination of education and experience.
  • Minimum five (5) years of transit experience
  • Minimum three (3) years of experience in a supervisory or management role. Supervisory or management of transit operations employees in a union environment preferred.
  • Ability to develop work standards, SOPs (Standard Operating Procedures), preventative measures to minimize process failures, and implement effective countermeasures when failures do occur.
  • Ability to manage dynamic or real time situations that affect passengers, operators, or the performance of the fleet.
  • Strong problem solving and conflict management skills.
  • Strong initiative, ability to work independently and make well-informed decisions on a timely basis.
  • Knowledge of management principles and practices, including optimum use of human and material resources.
  • Ability to effectively interact with staff, department heads, the public, and contract services providers.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to work with TANK's computer aided dispatch technology.
  • Desire to continue professional development.
  • Ability to work with computers and standard business/office software.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Oversee general dispatch functions include the assignment of work to operators and supervisors, vehicle assignments and coordination of operator and supervisor needs.
  • Makes daily operating decisions based on relevant data available such as CAD/AVL reports, operator, and field supervisor reports as well as information from public safety agencies.
  • Utilizes TANK's computer aided dispatch technology and uses it to effectively facilitate movement of the fleet and to be proactive in identifying service issues. Identifies erroneous data problems and advises Assistant Director of Operations when there is a need for technical support of the system. Responsible for new employee logon numbers and ensures system records are current.
  • Focus on enhancing supervisors' skill sets and professional capabilities, including leadership development.
  • Manages performance and development of supervisory staff and completes timely performance evaluations on the supervisory staff. Determines supervisory needs, recommends staffing levels, and ensures accountability.
  • Manages the DRIVE program for supervisors and operators to ensure supervisors are effectively coaching and supporting operators.
  • Works with the union to resolve routine problems.
  • Ensures complete training of all new supervisors in all aspects and functions of dispatching and field supervision.
  • Well versed in all supervisory duties and can assist or fill in when or where necessary to make certain that all work is covered.
  • Oversees and maintains day-to-day provisions of all services.
  • Oversees and monitors customer assistance software. Fully utilizes data and follows through at all levels.
  • Ensures that all internal/external customer interaction is professional, timely and consistent with TANK's goals.
  • Manages operator and supervisor disciplinary actions to include corrective counseling and Union discipline to include some hearings.
  • Drives teamwork and collaboration. Acts in a positive and supportive manner and serves as a role model and leader for operators and supervisors to motivate all staff to provide the highest possible quality of service.
  • Coordinates the logistical planning and execution of special event service and added service.
  • Develops a working rapport with local and state public safety agencies to advance TANK's goals and objectives for superior customer service and timely response to service interruptions.
  • Maintains daily communication with the Assistant Director of Operations to advise of operational problems and to coordinate efforts to make sound decisions, considering external factors such as equipment availability and workforce levels.
  • Makes recommendations to the Assistant Director of Operations regarding service improvements in routing and/or scheduling.
  • Manages all detours that affect the TANK service.
  • Partners with the Manager of Scheduling with run and vacation picks for operators and supervisors.
  • Represents TANK on the Northern Kentucky Emergency Planning Committee.
  • Performs other duties as assigned.

PHYSICAL DEMANDS:

  • Ability to drive
  • Reaching by extending hands or arms in any direction.
  • Finger dexterity is required to manipulate objects with fingers such as using a computer keyboard.
  • Correctable ability to see and hear within a normal range.
  • Ability to move about the office to obtain files and other objects.
  • Lift and carry objects up to 50 pounds.

LICENCES REQUIRED:

  • Valid driver's license. Commercial driver's license with a passenger endorsement strongly preferred.

SUPERVISORY RESPONSIBILITIES:

  • Directly manages Transit Operations Supervisors and Fixed Route Operators.
