Assistant Director, Youth and Prevention Services

Job Overview:
The Assistant Program Director is responsible for the daily operations of the Youth Prevention Services (YPS) portfolio, which includes managing contracts from SAMHSA, OASAS, the AIDS Institute, DOHMH, foundation grants, and other funders. This role oversees a comprehensive range of services such as care coordination, outreach, testing, clinical prevention strategies, and support services tailored to LGBTQ+ individuals of color. The Assistant Program Director ensures effective oversight of both clinical and non-clinical activities, including HIV/HCV/STI testing, PrEP navigation, linkage to care, and coordination with primary care services. They are accountable for ensuring staff compliance with clinical protocols, maintaining quality assurance across all program components, and managing program budgets and invoicing in alignment with grant deliverables and funding requirements.
Responsibilities:
- Manage program deliverables, contract documents, strategic work plans, and funder reports to ensure adherence to contractual agreements.
- Oversee programmatic budgets and monthly invoicing in collaboration with Finance and Grants Management, ensuring alignment with approved budgets and grant terms.
- Ensure timely submission of financial documentation and compliance with funder-specific invoicing and reporting requirements.
- Collaborate with the Managing Director to develop and implement outreach strategies, clinical testing protocols, and prevention initiatives, including:
- Community education events
- Drop-in center operations
- Digital engagement
- Lead outreach efforts supporting Ending the Epidemic initiatives, including PrEP implementation, clinical engagement, and viral load suppression.
- Supervise department staff, peers, interns, and volunteers, including clinical personnel such as testing staff and health educators.
- Maintain and strengthen relationships with community stakeholders to facilitate access to Housing Works services, including:
- HIV clinical care
- PrEP
- Mental health counseling
- Substance use treatment
- LGBTQ+ youth services
- Represent the department in Clinical Quality Initiative (CQI) efforts:
- Monitor quality indicators
- Conduct monthly clinical protocol audits
- Present findings at internal quality forums
- Oversee implementation of clinical protocols for HIV/STI/HCV testing, PrEP enrollments, and referrals, ensuring compliance with city and state guidelines.
- Ensure clinical staff are trained and current on protocols, including informed consent, specimen collection, test administration, result delivery, and referral documentation.
- Ensure timely linkage to care for newly diagnosed individuals and support warm handoffs to Housing Works primary care and behavioral health services.
- Host and attend presentations to promote Youth Services and maintain linkages with external providers offering clinical, social, and supportive services.
- Collaborate with Clinical Services leadership to monitor adherence to clinical quality standards and address service delivery gaps.
Education/Skill Requirements:
- Bachelor's degree in Health Education or Human Services required.
- Master's degree in Public Health, Social Work, Nursing, or a related clinical field strongly preferred.
- LMSW or LCSW credential preferred.
- Demonstrated ability to manage multiple contracts and integrate clinical and community-based services.
- Experience managing program budgets and working with funder invoicing systems.
- Strong understanding of compliance requirements for government and foundation grants.
- Proven experience supervising multidisciplinary teams, including clinical staff.
- Working knowledge of HIV/STI/HCV testing protocols and clinical linkage to care.
