The Division of Enterprise Operations (DEO) administers enterprise policies governing procurement, risk management, and continuity of operations planning; provides services to DOA and other agencies in the areas of financial management, procurement, risk management, continuity of operations planning, and the State Prosecutors Program; and facilitates opportunities for diverse businesses to sell goods and services to state agencies.
The State Bureau of Procurement (SBOP) manages statewide contracts for goods and services commonly used by agencies and UW campuses that create consistent value and improve efficiencies for the enterprise.

Position SummaryThis position is a professional position and functions under close, limited, or general supervision depending on the level.
The position is responsible for the development, management and coordination of CAPS services, policies, procedures, including contracts for services and commodities by facilitating the Request for Proposal and Bid process. This position is responsible for developing relationships with supported agencies; guiding them in the use of established statewide contracts; working under limited, progressing to general supervision.
This position provides interpretation of Bureau procurement policies and assists in the development of policies and procedures for purchasing personnel at all state agencies, including the facilitation of enterprise-wide procurement training classes. In addition, the position also manages waivers of the bidding process, grants, and contract administration activities. This position also provides interpretation of Bureau procurement policies and develops procurement procedures that impact state agencies.

Salary InformationThe starting hourly rate for the Procurement Specialist – Objective/Senior position will be $ $42.00 per hour depending upon candidate qualifications. In addition, employees at the Objective level will receive an add-on of $2.00 per hour and employees at the Senior level will receive an add-on of $3.00. This classification is assigned to pay schedule/range 07-03.
A 12-month probationary period will be required for these positions. Pay for current state employees will be set in accordance with the Wisconsin Compensation Plan.
Job DetailsDue to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.
SBOP allows up to 4 days of telecommuting per week with a requirement to be in person 1 day per week. The employee can work with their supervisor to establish what day they will be in-person. This topic may be discussed in more detail in the interview process.
QualificationsMinimally qualified applicants will have experience with:
- Operating in an environment with administrative policies and procedures
- Providing customer service
- Providing updates and reports to multiple stakeholders (internal and external)
In addition to having all the items listed above, a well-qualified applicant will have experience:
- Developing and managing solicitations, such as requests for bids or requests for proposals
- Contract development and/or contract negotiations
In addition to all the above, applicants qualified for the Senior level will also have experience with:
- Developing and managing solicitations in the public sector under minimal supervision
- State procurement laws, administrative code, and state procurement policies and procedures
