EDUCATION and/or EXPERIENCE
Bachelor's degree in safety management, engineering technology or a related technical field. Five years of experience in one or more of the following Operational areas; Bus Operations, Bus Maintenance, Rail Car Maintenance, Automatic Train Control, Electrical Power & Equipment, Facilities, or MOW. Must have experience in field inspections, accident investigations, vehicles, or safety programs and policies. Must be able to comprehend operation and maintenance procedures, as-built drawings, electrical schematics, and other various diagrams. Must be conscientious, demonstrate high degree of dependability, detailed oriented, possess high level organizational skills and be able to work effectively in stressful and emergency situations.
Ability to rationalize and make decisions with limited information and apply knowledge of safety to many varied problems, which includes research, the formulation of detailed technical reports, and the preparation of safety specifications and plans. Excellent written and verbal communications skills required and proficiency in Microsoft applications including Microsoft Office; but not limited too. Transportation Safety Institute (TSI) Certified Safety Specialist in Rail or Bus (CSS-Rail/Bus) is desired; however, the candidate must be able to obtain a CSS-Rail/Bus within a two-year period. Completion of Level 3 Wayside Access Certification is also desired. In lieu of a degree, directly related experience as described above may be substituted on a year-for-year basis.
SUMMARY
Responsible for developing programs that identify and mitigate Operational hazards (Rail, Bus, and Mobility). Responsible for developing safety training curriculum, inspections and evaluation check lists. Conducts investigations of accidents/incidents and may serve as the official representative of the Office of Safety on accident and incident sites and produces final reports of investigations. Provides 24-hour on-call safety response to system wide accident/incidents involving rolling stock, rail and mobility equipment and systems. Assists with the development of safety policies and procedures and reviews safety accident/incident reports in order to recommend corrective actions. Conducts safety training on a shop-level; develops intervention strategies to resolve identified unsafe acts and conditions observed in the workplace; and develops corrective action plans. Responsible for analyzing and evaluating complex safety problems, and, conducting studies on identified hazards and unsafe transportation system trends. Conducts independent, confidential, investigations of a complex nature, and making appropriate recommendations based on the findings and discoveries during the investigation.
This position has direct responsibility for transit safety oversight at MARTA and is required to comply with the training requirements identified in the Authority's Agency Safety Plan. Additionally, this position has been identified as designated personnel and is required to adhere to the following:
§ 49 U.S. Code § 5329, Public Transportation Safety Program and Fixing America's Surface Transportation Act;
§ 49 CFR Part 674, State Safety Oversight;
§ 49 CFR Part 673, Public Transportation Agency Safety Plan;
§ 49 CFR Part 672, Public Transportation Safety Certification Training Program;
§ 49 CFR Part 670, National Public Transportation Safety Program;
§ 49 CFR Part 630, Transit Asset Management;
§ 49 CFR Part 625, National Transit Database; and the Georgia Program Standard
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Independently conducts investigations, audits records, and makes recommendations for improving safety in all areas of Operations, works with other MARTA departments on major accident investigations of a serious nature, i.e., death, serious injury, multiple hospitalization, and those events that have political or media interest and makes determinations as to the cause(s) of accidents.
2. Conducts complex independent audits and inspections of equipment, facilities and/or operations to detect unsafe conditions and practices and ensure compliance with Federal, state, and local laws, regulations, and codes. Develops data matrixes to track trending of unsafe system components, coordinates inspection requirements with other System Safety staff, and makes recommendations on corrective action requirements. Assists the Manager of Safety during follow-up audits/inspections to ensure that recommended corrective action was taken to resolve identified deficiencies and produces final reports.
3. Conducts systematic audits of inspection and maintenance records.
4. Assists in the development of effective safety performance standards for rail and bus transportation and aids in the development of curriculum for safety training. Works in implementing training throughout transportation groups at MARTA.
5. Conducts complex safety engineering studies in areas for which standards have not been developed and/or where modifications appear to be necessary, such as bus route assessments.
6. Measures potential and actual results of system failures. Develops intervention strategies and corrective action plans to resolve identified unsafe acts and conditions observed in the workplace.
7. Assists in the development of policies/procedures in support of the Authority's System Safety Program Plan.
8. Develops management information reporting systems in support of hazard analysis, statistical analysis, and trend analysis of identified safety deficiencies.
9. Reviews changes in work methods and processes to ascertain effect on established safety practices. Conducts complex trend analyses that reduces accidents and injuries.
10. Recommends intervention strategies to enhance safety awareness and accident reduction.
11. Develops requirements for special emphasis programs and makes appropriate recommendations for their incorporation into the Authority's accident prevention program.
12. Participates in the emergency response on-call rotation for the branch of Operational Safety, responds to Authority emergencies, and serves as the official safety representative on the accident scene.
13. Conducts rules compliance checks of operational and maintenance personnel.
14. Performs other related duties as assigned

Ability to negotiate rugged terrain, climb stairs and ladders, etc.; traverse rail wayside maintenance shops, construction sites, highways, etc., requiring the ability to see and hear approaching trains and other vehicles.
While performing the duties of this job, the employee is routinely required to: 1. Talk or hear more than 75% of the time. 2. Stand /sit or walk 25% - 75% of the time. 3. Reach with hands and arms, climb or balance, stoop, kneel, or crawl less than 25% of the time.

SPECIAL REQUIREMENTS
* This position is required to work variable shifts including weekends, holidays, and participate in a 24/7/ 365 ON-CALL rotation.
* This position must pass a physical examination and substance abuse test. Personnel in this class will be required to successfully complete MARTA's Wayside Access training and may be called upon at any time to enter the wayside in performance of assigned duties. This will require knowledge of and ability to perform train-flagging procedures to control train movement for the protection of the individual or others on the wayside.
