Behavioral Health Division (BHD)
initiatives to help Oregonians achieve physical, mental and social well-being?
This position is imbedded in the outpatient and strategic initiatives unit of the Adult Behavioral Health program. The two primary function of this role will be to support the expansion of Behavioral Health programs for young adults and support the Veteran's Behavioral Health program. You will handle complex and potentially controversial agency decisions related to young adult services and will routinely represent the agency in dealings with vendors, public and private sector organizations, businesses, legislature and advocacy or special interest groups.
You will be responsible for contract accountability and success and may manage large and complex contracts that blend multiple funding streams and may include corrective action planning or repayment planning with providers. Duties for this role may include preparing, negotiating, administering, and auditing assigned contracts; drafts, updates, and maintaining a variety of procurement documentation; participates in developing procurement strategies and schedules. You will maintain compliance with contract standards and regulations governing public agency contracts.
You will plan, design and direct behavioral health regulations, policies and priorities, assuring that state and local planning processes are conducted as authorized by state statutes and federal regulations. You will identify system performance and system development needs, including administrative, legislative and funding changes to improve the effectiveness of services.

What We Are Looking For
Minimum Qualifications: These qualifications must be visible in your application for consideration.
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
OR
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.

- Experience with substance use disorder treatment, prevention, and/or policy preferred.
- Experience working with Veterans and/or understanding of military cultural awareness.
- Demonstrated understanding of the importance of health equity and ensuring decisions prioritize the equitable distribution or redistribution of resources and power and recognize, reconcile and rectify historical and contemporary injustices.
- Experience researching and analyzing new or updated policies, procedures, and programs.
- Experience providing training and technical assistance.
