Position Summary:
The Outpatient Addiction Director provides clinical and administrative leadership for all outpatient addiction services, ensuring high-quality, ethical, and compliant service delivery in accordance with OAR and applicable state and federal regulations. This role oversees a full continuum of outpatient addiction treatment programs, including traditional outpatient services, jail diversion, addiction court programs, DUII services, Minor in Possession (MIP) programs, Batterer's Intervention, gambling treatment, and peer-delivered services.
The Director supervises CADC-Rs, CADCs, Peer Support Specialists, and program staff, while also maintaining a small clinical caseload and facilitating groups. The position plays a key role on the agency's Administrative Team, contributing to strategic planning, quality improvement, and financial oversight.
Essential Duties and Responsibilities:
Program Oversight & Service Delivery
- Direct and oversee all outpatient addiction service programs to ensure compliance with OAR standards, including clinical documentation, treatment planning, service delivery, and client rights.
- Ensure that specialized programs (e.g., DUII, MIP, Batterer's Intervention, Gambling Treatment) meet state certification, reporting, and fidelity requirements.
- Monitor jail diversion and addiction court programming for adherence to legal, clinical, and ethical standards.
- Develop, implement, and monitor policies and procedures that promote ethical, trauma-informed, and recovery-oriented services.
- Assure responsive, customer-focused service delivery that emphasizes dignity, respect, and culturally appropriate care.
Clinical Supervision & Staff Management
- Provide supervision, performance evaluations, and professional development for CADC-Rs, CADCs, Peer Support Specialists, and other assigned staff.
- Ensure CADC-Rs receive required supervised hours and professional mentorship toward credential advancement.
- Provide ongoing clinical consultation and coaching to support staff competency in evidence-based practices and OAR-compliant care delivery.
- Conduct regular team meetings to support collaboration, case consultation, and staff well-being.
Direct Service Delivery
- Carry a small clinical caseload to maintain active engagement in program service delivery.
- Facilitate individual and group counseling sessions, including DUII, MIP, and other required treatment groups.
- Complete assessments, treatment plans, progress notes, and discharge summaries consistent with OAR and agency documentation standards.
Quality Assurance, Reporting & Compliance
- Oversee state reporting requirements, including client outcomes, DUII compliance reports, gambling services reporting, and other mandated submissions.
- Conduct periodic clinical chart and billing audits to ensure documentation accuracy, compliance, and ethical practice.
- Monitor service productivity, program fidelity, and billing practices to assure financial sustainability and program effectiveness.
- Lead quality improvement initiatives and ensure readiness for licensing reviews, accreditation, and audits.
Leadership & Administration
- Serve as a member of the Agency Administrative Team, contributing to strategic planning, program development, budgeting, and cross-department collaboration.
- Ensure effective coordination across programs (mental health, housing, crisis, medical services, etc.) to promote integrated care.
- Represent the agency in community meetings, collaborative initiatives, and professional associations.
- Promote a positive organizational culture that values ethics, accountability, and recovery-oriented care.
Required Qualifications:
- Current Oregon Certified Alcohol and Drug Counselor (CADC II) credential (CADC III preferred).
- Minimum of 5 years of progressive experience in addiction treatment, including at least 2 years of supervisory or program management experience.
- In-depth knowledge of Oregon Administrative Rules (OAR , addiction treatment best practices, and evidence-based interventions.
- Experience with DUII, diversion, court-mandated, and specialty addiction programs.
- Strong leadership, organizational, and communication skills.
- Demonstrated ability to manage billing, productivity standards, and program budgets.
- Proficiency in electronic health records (EHR), Microsoft Office, and reporting systems.
Preferred Qualifications:
- Master's degree in addictions, social work, counseling, psychology, or related behavioral health field.
- Dual credentialing as a QMHP or license eligible in Oregon.
- Experience working in integrated behavioral health settings.
- Bilingual and/or bicultural skills.
Working Conditions:
- Regular in-person attendance required for leadership, supervision, and service delivery.
- Some evening or weekend hours may be required to support staff or program needs.
- Office and clinical environment with frequent client and staff interaction.
- Occasional community travel for meetings, trainings, and collaborative work.
