RESPONSIBILITIES
- Draft and administer solicitations, including Requests for Proposals or Requests for Quotes ("RFx"), for services in accordance with applicable contracting manual requirements.
- Draft solicitation documents including the RFx, RFx Schedule, Statement of Work, Contract Terms and Conditions, and other documents so that they provide potential proposers a clear understanding of the requested services or products, and ensure the documents meet all of the needs of the requestor and conform to policies, standards, and guidelines.
- Compile a list of potential proposers using input from the Project Manager and/or by searching the internet.
- Draft, issue, and award contracts, work orders, amendments, intra-branch agreements, and other agreements ("contract documents") as assigned. Assigned contracts are for any non-facility-related services (excluding goods) which the JCC may need. These contracts may be with, but are not limited to, individual proprietors, suppliers/vendors, counties, superior courts, and legal firms.
- Review contract assignment documents first to ensure necessary approvals are provided; hard copy funding documents are routed to Budget Services and Accounting Services and electronic requisitions to Accounting Services for approval, as appropriate, if funds are to be encumbered.
- Review the specifications for the project and determine the type of contract and language that best meets the needs of the JCC and the requestor. Draft the specifications/scope of work and the related terms and conditions and finalize the contract documents.
- Provide contractual support, as needed, including contract interpretation.
- Communicate with JCC Project Manager and others to capture or clarify objectives and research industry standards or prior history to ensure understanding of requirements and to obtain necessary approvals, before finalizing any solicitation or contract documents.
- Provide general administration, including responding to requests for public information related to contracts and training.
OTHER DUTIES AND RESPONSIBILITIES
- Attend status meetings with internal customers
- Complete all Judicial Council required annual trainings and webinars.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council's San Francisco or Sacramento office at least two days per week, based on their office leader's direction, and reside in the areas surrounding these locations.

OVERVIEW
The Judicial Council of California is accepting applications for the position of Contracts Analyst (Fiscal Analyst) in the Procurement Non-Facilities Contracts unit for the Branch Accounting and Procurement (BAP) office.
This Contracts Analyst collaborates with all levels of Judicial Council staff and leadership to 1) draft and administer solicitations for services in accordance with JCC policies and within funding constraints; 2) draft, issue, and award contracts, purchase orders, work orders, amendments, and other related agreements; 3) provide contractual support, as needed; and 4) provide general administration, including responding to requests for public information related to agreements.

The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
MINIMUM QUALIFICATIONS
Bachelor's degree, preferably in business, finance accounting, or a directly related field, and three (3) years of professional experience in accounting, finance, budgetary, or contract administration. An additional four years of professional experience in the assigned function as noted above may substitute for the bachelor's degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Juris doctor, Master of Business Administration, or master's degree in a directly related field for the assigned discipline such as finance or accountancy.
OR
Two years as an Associate Fiscal Analyst, in the assigned field, with the Judicial Council of California or two years of experience performing the duties of a class comparable in the level of responsibility to that of an Associate Fiscal Analyst in a California Superior Court or California state-level government entity.
DESIRABLE QUALIFICATIONS:
- Experience with technical contracting in a state environment.
- Knowledge of various procurement methodologies.
- Intermediate to advanced writing and formatting skills in Microsoft Word and Excel.

Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this temporary reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30,
