Job Summary

We are seeking an experienced and highly motivated Safety Director to lead and manage our company's comprehensive health and safety program across all dry utility construction operations in Arizona. The ideal candidate will be a proactive leader with a strong background in heavy civil and underground utility construction safety, a commitment to a zero-incident culture, and the ability to ensure compliance with all federal, state, and local regulations. This role is essential to protecting our employees, clients, and the public, and reports directly to senior management.

Key Responsibilities

  • Policy & Program Management: Develop, implement, and continuously improve company-wide safety policies, procedures, and safety plans in accordance with OSHA, DOT, and other regulatory standards.
  • Compliance & Auditing: Conduct regular, documented job site inspections and safety audits to identify potential hazards and ensure strict compliance with safety regulations, with specific expertise in trenching and excavation safety standards.
  • Incident Management: Oversee all incident, injury, and near-miss investigations, including root cause analyses. Manage all OSHA recordables and reporting requirements (OSHA 300 logs) and collaborate with HR on return-to-work plans and workers' compensation claims management.
  • Training & Development: Design and deliver robust safety training programs, including new hire orientation, equipment safety, and hazard awareness. Ensure all employees and subcontractors receive required certifications and maintain accurate training records.
  • ISN & Third-Party Systems: Manage and maintain compliance within third-party safety pre-qualification systems such as ISNetworld (ISN) and others, ensuring all documentation is current and accurate.
  • Emergency Response & Preparedness: Develop and manage emergency action plans and procedures.
  • Culture & Leadership: Foster a strong, proactive safety culture throughout all levels of the organization, working closely with project managers, superintendents, and field crews to integrate safety into daily operations.
  • Documentation & Reporting: Track safety performance metrics, prepare detailed reports for management, and act as the primary contact for regulatory agency inspections and insurance audits.

Qualifications

  • Proven experience as a Safety Director or Safety Manager in the dry utility or heavy civil construction industry is preferred.
  • In-depth knowledge of federal, state, and local safety regulations, with expertise in OSHA construction standards (specifically Subpart P for excavations/trenching).
  • Experience with OSHA recordables and navigating regulatory reporting requirements.
  • Proficiency in managing ISNetworld (ISN) or similar third-party compliance platforms.
  • Strong communication, leadership, and problem-solving skills.
  • Ability to work outdoors in various weather conditions and walk/stand for extended periods on construction sites.
  • A valid driver's license and clean driving record are required.
  • No degree is required, though relevant certifications (e.g., OSHA 30/510, CSP, CHST) are highly preferred.
