JOB SUMMARY

Under general direction of the Director of YouthBuild the Construction Site Manager enhances the effectiveness of the YouthBuild program by managing the renovation, rehabilitation, or new construction of affordable housing units and the on-site construction training of young adults. The Construction Site Manager is responsible for teaching young adults the skills necessary to do rehabilitation or new construction on a house and to provide supportive guidance and encourage the development of their leadership skills.

ESSENTIAL JOB FUNCTIONS

  • Assist program participants
  • Help set standards for appropriate behavior and ways to handle problems on the construction site.
  • Provide oversight of the on-site construction training by ensuring that trainees get adequate skills training.
  • Ensure work-site safety, learning of safety procedures, and proper construction techniques.
  • Deliver HBI-PACT curriculum in classroom and on-site
  • Coordinate and monitor the progress and quality of work.
  • Assist in the evaluation of student knowledge and skills in construction.
  • When applicable, assist housing partners to identify and assess appropriate construction sites and alternative training opportunities.
  • Inform supervisor about needed supplies and other materials.
  • Provide quality classroom-based and hands-on instruction of construction skills including demolition, rough framing, roofing, drywall, finish carpentry, sheet metal, electrical, plumbing, painting, and masonry.

MINIMUM QUALIFICATIONS REQUIRED

Education and Experience

Preferred Bachelor's in Technical Construction or Business Administration Principles. Associate's degree in Fundamentals of Construction. Minimum five years of carpentry experience and two years of supervisory experience preferred. An equivalent combination of education and experience will be considered

KNOWLEDGE, SKILLS, AND ABILITIES

· · Familiarity with the Home Builders Institute Pre-Apprenticeship program

· Ability to maintain an OSHA safe work environment, safely handle materials, and model safety practices for trainees.

· Knowledge regarding the essential components of design and construction.

· Commitment to the mission of supporting young people facing barriers to employment.

· Knowledge of hand and power tools, and their proper uses in the construction trade

· Must be capable of working with diverse cultural populations

· Must be able to carry and operate construction equipment safely, up to 40 lbs

· Must be able to pass a drug screening test administered by HACC's designated provider

· Use written and oral communication skills

SOFTWARE AND APPLICATIONS

A working knowledge of Excel spreadsheets, graphs and charts are required.

Basic office operations, including, but not limited to, Word Processing, PowerPoint, OneDrive, SharePoint, and Microsoft Teams, Adobe Pro and various accounting, property management and grant management software.

PHYSICAL DEMANDS

Must have the ability to sit for lengthy periods of time and to operate standard office equipment. Must be able to communicate agency needs verbally and in writing. Must be able to maintain excellent attendance and punctuality. The employee is occasionally required to stand, walk, stoop, kneel, or crouch to access files and office equipment. The employee must regularly lift and/or move up to ten (10) pounds and occasionally lift and/or move up to 25 pounds.

WORK ENVIRONMENT

Work is performed in a high-pace, multi-transactional environment, and involves the normal risks associated in an office environment. The noise level in the work environment is typically moderate and involves daily, routine interactions with the public and staff. Reasonable accommodations may be made to enable individuals to perform the essential functions.

In accordance with the Drug Free Workplace Act of 1988, the Peoria Housing Authority, as a recipient of federal funds, must maintain a drug free workplace. Any applicant for employment who tests positive for marijuana during a pre-employment drug screening or advises PHA that he/she uses any form of marijuana, shall be ineligible for employment with the Peoria Housing Authority.
