The Maine Bureau of Veterans' Services (MBVS) seeks a Financial Analyst in our Central Office at Camp Keyes, Augusta. MBVS advocates for Maine's veterans, families, and transitioning service members.

This role is the Bureau's subject-matter expert for accounting and finance across the Central Office, Maine Veterans' Memorial Cemetery System, and Veterans' Services. Responsibilities include budget development and management, core accounting, vendor/payment procedures, procurement liaison with the Service Center and Division of Procurement Services, financial reporting compliant with SAAM, GAAP, and GASB, year-end close support, and interim Financial Analyst coverage.

Required experience: CGI Advantage, P-Card administration, RFP processes, budget and annual work program development.

Key Responsibilities

  • Budgeting and Fiscal Planning: Coordinate accounting functions to ensure financial transactions are properly recorded; compile fiscal data to assemble and manage the operating budget; determine staff, material, and equipment needs to support budget requests.
  • Financial Reporting: Compile and analyze fiscal data to prepare journals, financial reports, and input for the Annual Comprehensive Financial Report in compliance with GAAP and GASB; write reports and financial statements on financial status and program activities.
  • Accounts Payable and Vendor Management: Oversee accounts payable processes, invoice coding and approvals, vendor correspondence, P-Card administration, and payment procedures.
  • Systems and Controls: Maintain and coordinate financial systems, including CGI Advantage, Budget and Financial Management System (BFMS), Department of Administrative and Financial Services (DAFS) Analytics, and Excel; ensure records management, internal controls, and SAAM compliance.
  • Grants and Programs: Track federal plot allowances, grants, and other funding; assist with grant administration and program reporting.
  • Year-End Close and ACFR Support: Assist with year-end close-out procedures for the State of Maine fiscal year and prepare financial data for the Annual Comprehensive Financial Report.
  • Analysis and Recommendations: Analyze operational and financial conditions, monitor spending trends, and recommend improvements to policies and procedures to ensure program objectives and standards are attained.
  • Property Management: To maintain control and accountability, oversee the purchase, issue, transfer, and disposal of equipment and supplies.

Minimum qualifications:

A Bachelor's Degree in Public or Business Administration or a closely related field and four (4) years of progressively responsible experience in administrative management including budget, finance, personnel, and procurement functions preferred. Directly related experience may be substituted for educational requirements on a year-for-year basis.
