Position Summary
The Senior Contracts Specialist will manage all contractual aspects of a large-scale USACE design-build project, ensuring compliance with Federal Acquisition Regulations (FAR), DFARS, and USACE-specific requirements. This role is critical for maintaining contractual integrity, mitigating risk, and supporting successful project delivery.
Key Responsibilities
Contract Administration
- Interpret and enforce contract terms, conditions, and clauses.
- Manage modifications, change orders, and Requests for Equitable Adjustment (REA).
- Maintain accurate contract files and documentation per USACE standards.
Compliance & Risk Management
- Ensure adherence to FAR, DFARS, EM , and USACE safety and reporting requirements.
- Monitor subcontractor compliance with flow-down clauses and safety programs.
- Identify and mitigate contractual risks proactively.
Cost & Schedule Control
- Support project controls team in aligning contract deliverables with schedule and budget.
- Review and validate invoices, progress payments, and cost proposals.
- Stakeholder Coordination
- Serve as primary liaison with Contracting Officer and USACE representatives.
- Coordinate with design and construction teams to resolve contractual issues.
Reporting
- Prepare and submit required USACE reports (e.g., ENG Forms, safety certifications).
- Track and report on contract performance metrics.
Qualifications
- Education:
Bachelor's degree in Business, Construction Management, or related field. - Experience:
- Minimum 8–10 years in federal contracting, with at least 3 years on USACE projects.
- Strong knowledge of FAR/DFARS and design-build delivery.
- Certifications:
- NCMA CPCM or CFCM preferred.
- OSHA 30-hour and EM familiarity a plus.
Skills:
- Excellent negotiation, analytical, and communication skills.
- Proficiency in contract management software and MS Office Suite.
