POSITION OVERVIEW:
The Mercer County Adjuster's Office is seeking a detail-oriented and analytical professional to serve as an Investigator. Under general supervision, the Investigator conducts field and records-based investigations to determine legal residency, financial responsibility, and asset availability related to individuals receiving county or state institutional care.
This role plays a critical part in ensuring the County and State are appropriately reimbursed for services provided, while maintaining compliance with applicable laws, regulations, and court requirements.
RESPONSIBILITIES :
- Conduct investigations to determine the legal residency of individuals entering county or state institutions, utilizing records review, interviews, and field inquiries.
- Investigate the financial circumstances, assets, and insurance coverage of individuals to assess ability to pay for institutional care.
- Locate and investigate legally responsible relatives to determine potential financial responsibility for care and maintenance.
- Review records from Surrogate Court, Superior Court, and other legal entities to identify estate interests, guardianships, or available funds.
- Consult with attorneys, banks, employers, government agencies, and benefit providers regarding financial resources and eligibility.
- Appraise property, savings, insurance, and other assets, and recommend appropriate actions, including placement of liens when warranted.
- Collect payments from responsible parties and ensure proper delivery and documentation of funds.
- Verify eligibility for veteran, Social Security, and other public benefits.
- Prepare clear, accurate investigative reports to support administrative or legal action.
- Maintain detailed records, case files, and documentation using electronic and/or manual information systems.
- Serve legal notices and, when required, testify in legal, quasi-legal, or administrative proceedings.
- Perform related investigative and administrative duties as required.
REQUIREMENTS:
- One (1) year of experience conducting field investigations involving fact-finding, records review, interviews, and preparation of investigative reports for legal or administrative purposes.
- Qualifying experience may include civil, criminal, regulatory, insurance, compliance, or attorney-supported investigations.
KNOWLEDGE, SKILLS, & ABILITIES:
- Knowledge of investigative principles, methods, and techniques.
- Ability to plan, organize, and conduct investigations independently.
- Ability to interview individuals from diverse backgrounds using tact, professionalism, and discretion.
- Strong analytical skills, including the ability to identify discrepancies and evaluate the reliability of information.
- Ability to distinguish relevant from irrelevant facts and evidence.
- Ability to prepare accurate, concise, and objective written reports.
- Ability to maintain confidentiality and handle sensitive information responsibly.
- Ability to work collaboratively with courts, legal representatives, government agencies, and internal departments.
- Proficiency in maintaining records and utilizing electronic and manual information systems.
- Ability to communicate effectively, both verbally and in writing.
- Ability to testify and present findings in formal proceedings, as required
