MANAGER OF AUXILIARY SERVICES

Butler Metro Housing Authority is seeking to fill the position of Manager of Auxiliary Services with a qualified candidate who can oversee and coordinate contracted services that support the operational upkeep, safety, and appearance of BMHA properties. This includes comprehensive management of pest control programs, landscaping and ground maintenance services, and general contractor projects.

Essential Functions of the position:

  • Plan, organize, and manage pest control, landscaping, and general contracting services across Housing Authority properties. Ensure all services meet agency quality standards, regulatory requirements, and resident satisfaction goals.
  • Coordinate with the procurement department to develop, solicit, negotiate, and administer contracts for auxiliary services. Monitor contractor performance through inspections, reports, and regular meetings to ensure compliance with service specifications and timelines.
  • Prepare and monitor budgets for assigned service areas. Review invoices, track expenditures, and recommend cost-saving strategies while maintaining quality standards.
  • Ensure adherence to federal, state, and local laws governing pest management, pesticide application, environmental protection, and public health. Coordinate with regulatory agencies as needed.
  • Conduct periodic field inspections of Housing Authority sites to evaluate service effectiveness and identify areas for improvement. Implement corrective measures as necessary.
  • Coordinate with Property Management and Maintenance staff to schedule and prioritize auxiliary services with minimal disruption to residents.
  • Serve as the primary liaison with service contractors. Foster professional relationships that promote accountability, efficiency, and responsiveness.
  • Maintain detailed records of contracts, inspections, safety reports, and compliance documentation. Prepare reports for executive management and the Board of Commissioners as required.
  • Recommend and implement environmentally sustainable and cost-effective service practices, including integrated pest management and water-efficient landscaping.
  • May supervise assigned staff or contract administrators who assist in overseeing vendor performance and service coordination.

Qualifications:

Bachelor's degree in Facilities Management, Business or Public Administration, Environmental Science, Construction Management, or a related field. Five (5) years of progressively responsible experience in facilities operations, contract administration, or property maintenance, including at least two (2) years in a supervisory or management capacity. Experience within a public housing agency, county department, or other governmental organization preferred.

Must possess a valid State of Ohio driver's license and show evidence of personal vehicle insurance with adequate liability protection.
