Under the guidance of a certified Water Services Technician or Senior Technician assists in the operating and maintenance of the City's water and wastewater system in a safe, effective, and efficient manner. Repairs and maintains facilities and equipment. Incumbents in the classification are required to be on-call on a rotating basis are obtaining the required certifications and the qualification review is completed. ** Incumbents in this classification must meet the qualification to promote to Water Services Technician within three (3) years of employment.

Trainee:

  • Assists in the operation of the water, wastewater, and irrigation system by starting and stopping system pumps, opening/closing valves and hydrants, adjusting system parameters, and locating and marking underground infrastructure.

  • Assists in collecting and analyzing water samples, and performing data collection on system rounds.

  • Assists in the repair and maintenance of the water, wastewater, and irrigation system by performing preventive or corrective maintenance on motors, pumps, piping, hydrants, valves, and other components.

  • Operates, repairs, and maintains hand tools, power tools, power equipment, heavy equipment, and specialized machinery to maintain and repair the water, wastewater, and irrigation systems.

  • Operates complex and sensitive test equipment to troubleshoot and test the water, wastewater, and irrigation systems.

  • Performs data entry necessary (paper and computer) to collect system data on rounds, and document work performed for repairs.

  • Attends required training to obtain TCEQ Certification.

  • Participates in monthly safety meetings and performs all job duties according to all approved safety rules and procedures.

  • Reports all accidents, injuries, theft, loss, and broken/damaged equipment/property and reports and corrects all unsafe practices or conditions to immediate supervisor consistent with established timeframes.

  • Provides assistance for emergency management, particularly in the areas of response and recovery.

  • Performs other duties as assigned.

Knowledge of:

  • First aid and CPR procedures and knowledge of safety procedures associated with the construction industry. 

  • Proper and safe use of chemicals.

Skill in:

  • Operating heavy machinery including specialized equipment.

  • Understanding written and verbal instructions.

  • Working safely and effectively with others.

  • Reading and comprehending operation and safety manuals, signs, maps, office memos, labels, and blueprints.

  • Communicating effectively orally and in writing.

  • Taking equipment operational readings.

  • Performing calculations for volume, capacity, and area.

  • Assessing problems, determining safe solutions, and making prompt and correct repairs.

Technician:

  • Operates the water, wastewater, and irrigation system by starting and stopping system pumps, opening/closing valves and hydrants, adjusting system parameters, locating and marking underground infrastructure, collecting and analyzing water samples, and performing data collection on system rounds.

  • Maintains and repairs the water, wastewater, and irrigation system by performing preventive or corrective maintenance on motors, pumps, piping, hydrants, valves, and other components.

  • Operates hand tools, power tools, power equipment, heavy equipment, and specialized machinery to maintain and repair the water, wastewater, and irrigation systems.

  • Operates complex and sensitive test equipment to troubleshoot and test the water, wastewater, and irrigation systems.

  • Maintains and repairs hand tools, power tools, power equipment, heavy equipment, and specialized machinery.

  • Performs data entry necessary (paper and computer) to collect system data on rounds, and document work performed for repairs.

  • Performs such other labor duties and assists other departments as may be assigned.

  • Actively participates in monthly safety meetings. Performs all job duties according to all approved safety rules and procedures. 

  • Promptly reports all accidents, injuries, theft, loss, and broken/damaged equipment/property to immediate supervisor. Reports or corrects all unsafe practices or conditions to their immediate supervisor.

  • Provides quality customer service to city staff, the general public, and all other work contacts.

  • Ability to operate heavy machinery including specialized equipment; knowledge of proper use of chemicals; ability to understand written and verbal instruction in English; ability to work safely and effectively with others; ability to report equipment problems. Knowledge of first aid and CPR procedures and knowledge of safety procedures associated with the construction industry.

  • Will provide aid and training to less experienced water service staff.

Skill in:

  • Reading: Read and comprehend operation and safety manuals (English); signs, maps, office memos, labels, and blueprints.

  • Writing:  Ability to take notes and messages and document work performed, take equipment operational readings.

  • Math:  Ability to perform calculations for volume, capacity, and area.

  • Reasoning:  Ability to assess problems and make prompt, reliable repairs, and determine safe solutions.

  • Advanced Theoretical Knowledge:  None

Knowledge of:

  • Facts and information etc. consistent with the most current Water Services Qualification Manual.

  • Performing calculations to maintain TCEQ Certification (Capacity, Volume, Concentration, etc.)

  • Assessing problems to determine safe solutions in order to make prompt, reliable repairs.

  • Establishing and maintaining effective working relationships.

MINIMUM QUALIFICATIONS:

Education, training, and Experience Guidelines

High school diploma or equivalent. 

Valid Class "C" Texas driver's license required. Out-of-state license holders must have a valid license and provide a three-year driving history.

Trainee:

  • Six (6) months of full-time experience in the operation and maintenance of a water distribution or wastewater collection system.  OR Any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.

  • Must obtain a valid Class A Texas Commercial Driver's license within six (6) months of hire date.

  • Must obtain a Class D Distribution and Class I Collection License from the Texas Commission on Environmental Quality within 12 months of the hire date.

Technician:

  • Three (3) years of full-time experience in the operation and maintenance of a water distribution or wastewater collection system. OR Any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.

  • Valid Class A Texas Commercial Driver's license.

  • Class C  Distribution and a Class II Collection License from the Texas Commission on Environmental Quality.

Senior:

  • Five (5) years of full-time experience in the operation and maintenance of a water distribution or wastewater collection system.  OR Any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.

  • Class A Commercial Driver's license

  • Class C Distribution AND a Class III Collection license from the Texas Commission on Environmental Quality. OR Class B Distribution AND a Class II Collection license from the Texas Commission on Environmental Quality.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Works outdoors in hot, cold, and/or wet weather, exposure to noise and vibration from machinery, toxic chemicals and gases, confined spaces (trenches, manholes), contaminants in wastewater, electrical voltages up to 480V, and high-pressure water from sewer machines.

Hiring Range

Trainee: $ $26.63, hourly depending on qualifications.

Technician: $24.61- $30.83, hourly depending on qualifications.

Senior Technician: $ $35.70, hourly depending on qualifications.
