Position Overview

We are seeking a highly experienced Senior COBOL Developer (15+ years) with deep expertise in complex legacy environments and mainframe technologies. This role requires someone who has extensive hands-on experience in maintaining, modernizing, and optimizing mission-critical systems that operate at high volume and zero-downtime requirements. The ideal candidate is expert who understands not just COBOL programming, but the ecosystem of legacy platforms, data structures, batch cycles, and system integrations that are increasingly difficult to find in the industry.

Key Responsibilities

• Design, develop, enhance, and support large-scale COBOL applications running on IBM z/OS mainframes.
• Maintain and optimize high-complexity CICS online applications, including transaction flows, BMS maps, and resource definitions.
• Develop, tune, and troubleshoot JCL, utilities (SORT, IDCAMS, IEBGENER, DFSORT), and scheduling jobs for critical batch processing.
• Work extensively with VSAM KSDS/ESDS, multi-volume datasets, and performance tuning of file structures.
• Analyze and modernize legacy codebases, including flat-file to relational data migrations, COBOL refactoring, and monolith decomposition.
• Integrate mainframe systems with distributed platforms through MQ Series, SOAP/REST gateways, API layers, or custom interfaces.
• Perform root-cause analysis for long-standing production issues, often involving low-level OS, storage, or performance nuances.
• Collaborate with cross-functional teams including infrastructure, DB2, DevOps, and application teams to ensure seamless system continuity.
• Lead modernization initiatives such as COBOL-to-Java/.NET transformation, mainframe offloading, cloud integration, or hybrid hosting models.
• Provide mentorship and oversight to junior developers; act as the go-to expert for all mainframe-related technical decisions.

Required Skills

• Deep expertise in COBOL II, COBOL/370, Enterprise COBOL, and migration between versions.
• Advanced knowledge of CICS internals, including pseudo-conversational programming, channels/containers, EXCI, and performance tuning.
• Strong experience with DB2 including complex SQL, stored procedures, performance tuning (RUNSTATS, REBIND), and query optimization.
• Proficiency with IMS DB/DC (rare skill), including hierarchical database design and transaction processing.
• Hands-on experience with REXX, ISPF dialogs, CLIST, and automation scripts.
• Familiarity with CA7/Automic, Control-M, or other enterprise batch schedulers.
• Expertise with IDMS, Natural/Adabas, Assembler integration, or PL/I (advantage).
• Experience in mainframe security frameworks such as RACF, ACF2, or Top Secret.
• Knowledge of z/OS performance tools (Tivoli OMEGAMON, Mainview, TSO/E, SDSF).
• Background in EMC/SMS storage management, dataset tuning, and catalog problem resolution.

Qualifications

• 15+ years of dedicated COBOL and mainframe development experience in enterprise environments.
• Bachelor's degree in Computer Science, Engineering, or related field (or equivalent professional experience).
• Proven experience in financial, banking, insurance, retail, government, or high-transaction industries.
• Strong analytical and problem-solving skills with the ability to troubleshoot highly complex legacy issues.
• Excellent communication skills and ability to work in agile or hybrid enterprise teams.
