This essential infrastructure is necessary for the reliable operation of Amtrak, Long Island Railroad, New Jersey Transit, and future Metro North service. The $1.7B ERT Rehabilitation Project will be a complete teardown and rebuild of the rail, power, communications and signal, bench wall, and mechanical fire/life/safety systems. The successful candidate will execute all aspects of construction project controls for the ERT construction project including planning, managing, and overseeing cost engineering and control activities and operations. Supports attainment of strategic, policy, and/or project-specific goals and outcomes through delivery of project control services, ensuring close alignment between project control staff and project management team(s) The Project Controls Specialist - Cost plans, directs, manages, and oversees cost engineering and control activities and operations. Supports attainment of strategic, policy, and/or project-specific goals and outcomes through delivery of project control services, ensuring close alignment between project control staff and project management team(s).ESSENTIAL FUNCTIONS:Leads development, preparation, and maintenance of project cost estimation, cost control, financial risk management, contingency determination and management, and earned value management, incorporating current best practices used in the construction and transportation industries.Ensures integration of cost practices and methods, and supports the development of cost management policies, procedures, and performance metrics.Leads staff in the development and implementation of KPIs to assess project cost performance.Ensures close coordination between cost control staff and project management team.Collects weekly input from Contract Management Specialist and Construction Manager on areas impacting project costs and budget.May lead risk evaluation sessions or preconstruction reviews for a major capital construction project/program if risk manager is not staffed on team.Decision rights: o Responsible for all activities detailed above, while gathering input from relevant parties (e.g., Contract Management Specialist, Construction Managers) and receiving approval from Project Director on any areas impacting project work.Tracks potential changes, ensuring suitable assessments of schedule impacts are generated and given visibility with the client and project management.Assist the Project or Program Manager in evaluation and assessment of identified project risks to enable project team with the applicable data for development of risk mitigation plans and contingencies.Collects and compiles project or portfolio performance indicators (KPIs) such as installed quantities, expended labor and other progress measurement data, and trends using reports, charts, tables, dashboards, or other artifacts assessing project or portfolio performance to support management decisions.Integrates external cost and schedule data including information from vendors, contractors, and external entities to ensure accurate performance reporting.Other duties as assignedMINIMUM QUALIFICATIONS:Bachelor's Degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree.Relevant experience.Must have work authorization in the United States.Demonstrated project controls knowledge and skills, with emphasis on cost controlsExperienced in SharePoint, MSPS, Masterworks (EPPM), AIMS, SAP AribaStrong oral and written communication skills across all levelsAbility to organize and analyze large volumes of financial, risk and schedule performance dataFamiliarity with business processes, techniques, and procedures related to project cost engineering / cost management and cost estimation in large and/or complex capital construction projects.Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project), MS SharePoint, SAP, BPCExperience with Project Controls management relating to cost, scheduling and estimating at a project level.PMP Certification in good standing or ability to achieve within 12 months of hirePREFERRED QUALIFICATIONS:Three to Six years of experience in construction project controls, at least five (2) of which are on highly complex or large (>$500 million) projects.Familiar with multi-discipline railroad infrastructure (track, electric traction, communications & signals, structures, stations, and facilities)Knowledge of contracts and contract administration including its assessment and implementation at each phase of the project.Hands-on experience with data analysis and visualization tools like PowerBISix Sigma Green BeltPMP-SP or RMPWORK ENVIRONMENT:Office building environment.Work in cubicle setting; stand, sit, bend, twist, use file drawers.Sit at computer to complete assignments, projects, and majority of tasks.Ability to work under pressure.Occasional travel as needed.This position is required to report to the office 4 days with 1 day remote. The candidate is required to spend 2 days at 1 Penn Plaza and 2 days at ERT field office in Long Island City, NY.COMMUNICATIONS AND INTERPERSONAL SKILLS:Must have excellent oral and written communication skills.The salary range is $78,600-$101,844, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
